The US National Intelligence Report revealed that Saudi Crown Prince Mohammed bin Salman authorized the kidnapping or killing of Jamal Khashoggi, and that he saw the Saudi journalist as a threat to the kingdom.

The report said that the Saudi crown prince's control of the intelligence and security services made it unlikely to carry out the operation without his permission.

The report identified 21 individuals that the CIA trusted to be involved in the Khashoggi killing on behalf of the Saudi crown prince.

Bloomberg also mentioned that the administration of US President Joe Biden has identified 76 Saudis who may be subject to sanctions under what it called "Khashoggi's new policy."

The new director of US National Intelligence, Avril Haines, had pledged before Congress to abide by the law completely and reveal to lawmakers the intelligence services' assessment of who was behind Khashoggi's murder inside the Saudi consulate in Istanbul in 2018.
