At Sis' special youth homes, compulsory care is provided by children and young people with serious psychosocial problems as well as by those who have been sentenced to closed youth care.

The Government is now preparing an assignment to the State Treasury, which will analyze whether Sis has the conditions required to live up to its commitment.

Special focus should be placed on girls who are there for psychosocial problems.

They make up about a third of the more than 700 children and young people in the Sis homes.

- These are the ones that the municipality, care and psychiatry have not been able to handle.

There has been a lot of focus on young guys who are convicted.

There is talk of a violent capital that creeps down with age.

But there is another group that is quite large.

The girls who are forcibly cared for are perhaps the most difficult for the staff to be able to care for, says Hallengren.

A home was closed

The background to the assignment is the revelation that SVT's Assignment Review and local news West did earlier this year and showed serious misconduct at a Sis home for girls - which was later closed.

- It is good and important that you have decided that when you have not rectified the irregularities, you must close down the business.

Then you need to act, says Hallengren.

The Government also asks the State Treasury to review how Sis interacts with social services and care.

- It is a chain of other players that you take over from and leave to.

Insulation is not stopped

Several children's rights organizations have harshly criticized the method of segregation that takes place in Sis homes - when a person is isolated in a room - and have demanded a ban on it.

The question is not simple, according to Hallengren.

She says that it is necessary to look at why the number of separations has increased in recent years, but that it is a method that is needed.

- I think it is important that you are not naive when it comes to what problems the girls and young people have.

Sometimes it may be necessary.

You can often not nurture them together, unlike other groups.

The government is preparing the assignment and will make a decision shortly.

The assignment will be reported in March 2022.

- It's time to focus on the girls who are difficult to treat.

They too have the right to receive good treatment, good treatment and hopefully better conditions in life, says Lena Hallengren.
