The Russian government will postpone the introduction of a new vehicle inspection procedure until October 1, 2021.

Prime Minister Mikhail Mishustin told about this during a cabinet meeting.

The innovations were supposed to come into force on March 1.

They imply the transition of diagnostic cards and all data related to the conduct of a vehicle inspection into electronic format.

A paper version of the TO is available upon request.

The reform also introduces photographs of the inspection procedure.

The pictures will be entered into the EAISTO unified automated technical inspection information system; they should show the front of the car, make, color and registration plate.

In addition, the system should include information about the coordinates of the location of the car at the time of the inspection, as well as the date and time of the beginning and end of the inspection.

Diagnostic cards, during the registration of which a technical inspection was not carried out, are canceled.

Liability for violation of maintenance requirements is also being tightened.

Issuance of a diagnostic card without verification will entail the imposition of an administrative fine on citizens in the amount of 5 thousand to 10 thousand rubles;

for officials - from 30 thousand to 50 thousand rubles;

for legal entities - from 200 thousand to 300 thousand rubles.

As Mishustin said, when the changes come into force, various overlaps are inevitable, in particular, uneven distribution of the load and queues.

“In conditions when the situation with coronavirus, although improving, is still far from ideal, this carries certain risks, including for human health.

I think we should not allow this to happen, ”stressed the head of the Cabinet.

At the same time, he drew the attention of ministries and departments to the need to take measures for the system to work without interruptions from October 1.

“There shouldn't be any inconveniences for citizens.

There are millions of car enthusiasts in our country.

Everything must be done humanly.

I ask you to submit a draft resolution on the postponement of the deadline for signature in the near future, ”concluded Mishustin.

We will remind, President Vladimir Putin approved the new rules of technical inspection in June 2019.

Earlier, the State Duma recalled that these amendments were supposed to enter into force on June 8, 2020, but due to the COVID-19 pandemic, the start of the reform was postponed.

Changes for motorists

Over the past few months, various initiatives concerning car drivers have been discussed in Russia.

So, in January, Oleg Kachanov, deputy head of the Ministry of Digital Development, Communications and Mass Media, said that an experiment could be conducted in a number of Russian regions that would allow car owners not to carry a driver's license with them.

Instead, it will be possible to present a device with an installed mobile application, which will contain information about this document in the form of a QR code.

According to Kachanov, in this case, the inspector will be able to read the code using a special device.

In addition, in November 2020, the Ministry of Internal Affairs of Russia published a list of grounds that allow canceling a driver's license.

It includes: the expiration of the document, changes in the driver's personal data, cases when the rights have become unusable due to wear or other damage that does not allow considering the specified data.

It is also possible to cancel the rights if they are issued with violations, their loss, the issuance of a new license or the appearance of a driver's medical contraindications for driving. 

In addition, the Ministry of Internal Affairs has prepared regulations on passing the exam for rights and explained the cases in which its results may be canceled.

A number of changes for motorists also came into force on November 1.

In particular, the owners of new cars or cars imported from abroad began to receive an electronic vehicle passport (PTS).

The opportunity to receive a paper TCP remained only in case of replacing a lost or worn-out similar paper document.

Another change affected the electronic notification of an accident - now it can be issued in any region of the country.

Both participants in the incident must be registered on the portal of state services, and at least one of them must have the "MTPL Assistant" application installed.

Also, since November, the possibility of registration of an accident according to a simplified scenario has been provided, even in cases where drivers have disagreements about what happened. 

In October, a change came into effect in the field of compulsory motor third party liability insurance.

According to the innovations, it is possible to conclude an electronic OSAGO agreement using a financial platform that will allow you to compare the conditions in different companies.
