The MoDem insists: the leader of the centrist group in the Assembly, Patrick Mignola, has tabled a new bill, the second in 15 days, to demand the establishment of proportionality in the next legislative elections, and to put pressure on LREM and the executive.

In this text, recorded Tuesday evening by the services of the Assembly, the deputy suggests the establishment of an "integral proportional" by department, by "list ballot with proportional representation at the highest average, without mixing or voting preferential".

On February 9, he had already tabled a bill to introduce a dose of proportionality, this time limited to departments with 12 or more deputies, or a "rate of 22.5% of elected members in the proportional" to the legislative elections of 2022 .

The introduction of a proportional dose was one of Emmanuel Macron's campaign commitments in 2017. It is the hobbyhorse of his Modem ally François Bayrou, while LREM and the executive are very cautious about this. topic in recent weeks.

"I would prefer that this measure be carried more ambitiously on the occasion of the next presidential election," said LREM's general delegate Stanislas Guerini on Sunday.

With other measures of the 2017 program, such as "the reduction in the number of parliamentarians" or "the question of the means of control given to the National Assembly".

On February 10, Emmanuel Macron estimated that this "important" debate on proportionality should "continue", according to comments reported by government spokesman Gabriel Attal.

According to a recent study by the Jean Jaurès Foundation, the application of full proportionality would have deprived Emmanuel Macron of his majority in the National Assembly in 2017 and the RN would have been the big winner with ten times more deputies.

On the left, with the integral proportional, LFI would have obtained 62 deputies against 17 currently and would have passed in front of the PS (53 against 29).

With a dose of proportionality as proposed by the MoDem on February 9, Emmanuel Macron would have won the majority in 2017, despite a loss of 20 deputies in total for LREM and the MoDem.

With 19 deputies, the RN would have obtained four times less elected than with full proportional representation, but could have formed a group in the Assembly.
