In addition, so-called dynamic factors include the reproductive number (R value), which indicates how many people an infected person infects on average, as well as the capacities of the intensive care beds, the rate of change in the incidence and, in the future, the vaccination rate.

Berlin's AfD parliamentary group leader Georg Pazderski has also sharply criticized the Senate's deliberations: "We don't need a step-by-step plan for the exit, because the lockdown was wrong from the start," he said on Tuesday.
