Mali: the Prime Minister before the CNT

Moctar Ouane presented, Friday February 19, the Government Action Plan for the transition period.

This Monday, February 22, the members of the National Transitional Council (CNT), the legislative body of the transition, were invited to question the head of government on this very dense action plan, broken down into 6 axes and 23 objectives that go from governance to security.

Great ambitions which inevitably raise a lot of questions and doubts.

Was the Prime Minister able to answer it?

On several occasions, the Prime Minister has been questioned about the financing of his very ambitious action plan.

Answer: partly by the national budget, partly by soliciting foreign partners.

No figures or detailed chronogram 

", laments a member of the CNT, from a political party which nevertheless shows its willingness to support the transition as well as possible.

If it is necessary to mobilize the partners, it is because it has not yet been acquired

 ", notes another member, for his part from civil society, who considers this situation worrying, given the tight deadlines of the transition. .

Another major concern is that of re-reading the

2015 peace agreement

Some members of the CNT felt that this work should be done by legitimate and non-transitory authorities;

others asked the prime minister what would happen if certain signatory armed groups opposed it.

Response from Moctar Ouane: this rereading is provided for by the Transition Charter and the recommendations of the Inclusive National Dialogue, a way of settling the debate which has won over the supporters of this rereading and which has obviously less convinced others.

Dialogue with radical groups

Another concern of CNT members is that of the announced dialogue with radical, jihadist and Malian groups.

Does it concern the Islamic State and AQIM Group, in particular its leaders Iyad Ag Ghaly and Amadou Kouffa?

 ", notes a member of the CNT who considers that the head of government was embarrassed.

It must be said that the exercise, supposed to enlighten the Malians and reassure them about the government's intentions, was necessarily perilous.

Moctar Ouane himself admitted that he could not answer all the questions put to him and invited the members of the CNT to address the ministers concerned.
