  On the evening of the 21st, the No. 1 Central Document of 2021 ("Opinions of the Central Committee of the Communist Party of China and the State Council on Comprehensively Promoting Rural Revitalization and Accelerating Agricultural and Rural Modernization") was officially released.

2021 is the first year of China's "14th Five-Year Plan" (2021-2025). This year's Central Document No. 1 describes a new blueprint for China's rural revitalization in the next period.

An overall goal

  The Central Committee No. 1 document sets clear goals for the "Three Rural" work during the "14th Five-Year Plan" period. Three important tasks are to make important progress in agricultural and rural modernization, consolidate the results of poverty alleviation and improve the rural ecological environment.

  The document proposes that by 2025, important progress will be made in the modernization of agriculture and rural areas, the modernization of agricultural infrastructure will reach a new level, the facilitation of rural living facilities will be initially realized, and the level of equalization of basic public services in urban and rural areas will be significantly improved.

The results of poverty alleviation were consolidated and expanded, and the income gap between urban and rural residents continued to narrow.

Significant changes have taken place in the appearance of the countryside, and farmers' sense of gain, happiness, and security have improved significantly.

  Li Guoxiang, a researcher at the Institute of Rural Development of the Chinese Academy of Social Sciences, said in an interview with a reporter from China News Agency that China’s goal of a century of struggle has begun a new journey. China must basically realize modernization by 2035. In this process, the modernization of "agriculture, rural areas and farmers" cannot be delayed. In addition, although China has eliminated absolute poverty, the low income of farmers and poor living environment are still outstanding shortcomings of China's development, and these two shortcomings must be made up.

A transition period

  In 2020, China will complete the poverty alleviation goals and tasks as scheduled. Under the current standards, all rural poor people will be lifted out of poverty, and all poor counties will be decapitated. Absolute poverty and overall regional poverty have been eliminated, creating a miracle in the history of human poverty reduction.

In the next period, China is most concerned about consolidating the results of poverty alleviation.

  The No. 1 Central Document in 2021 will use a lot of space to formulate a strategy to consolidate the results of poverty alleviation, and propose a transition period for the consolidation and expansion of the results of poverty alleviation and the effective connection of rural revitalization.

  The document proposes that after the completion of the poverty alleviation goals and tasks, a five-year transition period will be established from the date of poverty alleviation for counties that are out of poverty, so as to help them get started.

During the transition period, we will maintain the overall stability of the existing main assistance policies, gradually realize a smooth transition from concentrated resources to support poverty alleviation to comprehensive promotion of rural revitalization, and promote the historical shift of the focus of the "three rural" work.

A far strategy

A new look

  The No. 1 Central Document also planned the transformation of the rural landscape in the next five years.

  Document requirements, speed up the promotion of village planning, improve the design level and construction quality of farm houses.

Strengthen the guidance of village styles and protect traditional villages, traditional houses and famous historical and cultural villages and towns.

Implement rural road smoothing projects and water supply guarantee projects, intensify the construction of rural power grids, and promote the simultaneous planning and construction of rural gigabit optical networks, fifth-generation mobile communications (5G), mobile Internet of Things and cities.

Implement the five-year action to improve the rural human settlement environment, coordinate the improvement of rural toilets and the treatment of sewage and black and odorous water bodies, and further promote the cleaning and greening of villages.

Improve the level of basic public services in rural areas, comprehensively promote rural consumption, in-depth promotion of e-commerce in the countryside and agricultural products out of villages and cities, and accelerate the development of urban-rural integration within the county.

  Kong Xiangzhi, a professor at the School of Agriculture and Rural Development of Renmin University of China and the dean of the China Cooperative Research Institute, said that improving the appearance of rural areas is one of the key tasks for comprehensively promoting rural revitalization.
