Recently, our committee's reply (hereinafter referred to as the "reply") to No. 9839 of the Third Session of the Thirteenth National People's Congress (hereinafter referred to as the "reply") has attracted social attention.

  We believe that there are many reasons for the long-term population decline in Northeast China, and it cannot be solved simply by liberalizing the birth policy.

They need to conduct comprehensive and in-depth research and demonstration on the view that "please the country to fully liberalize the birth policy restrictions in the Northeast."

Accordingly, we communicated and discussed with representatives.

  Regarding the speculation on the Internet that "the Northeast region will liberalize the birth control in the pilot program" and "the birth policy will be fully liberalized", it is not the original intention of the reply.

  Our committee will conscientiously study and implement the spirit of the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China, implement the national strategy to actively respond to the aging of the population, do a good job in optimizing the fertility policy, enhance the inclusiveness of the fertility policy, improve the level of prenatal and postnatal care services, and develop a universal childcare system. Promote long-term balanced population development and other related work.
