The announcement of the registration of a new organization in Sudan to encourage normalization with Israel has opened a new controversy in this country in which entities are competing to win a head start to reap rapprochement with Tel Aviv, while the official steps in this context remain ambiguous sometimes and hesitation at other times despite the high indications of completing the other steps of rapprochement Macro soon.

Days after an Israeli diplomatic delegation ended a visit to Khartoum - which was not officially announced and about which no details are known - a Sudanese activist announced his ability to register the first cooperation organization with Israel in the Middle East, aiming at "normalization to spread peace and love among all."

Since the announcement of the rapprochement with Israel in early February of last year, with the meeting of the head of the Sudanese Sovereignty Council, Lieutenant General Abdel Fattah al-Burhan, with the Prime Minister of Israel, Benjamin Netanyahu, in Entebbe, Ugandan, and the subsequent meetings and movements in Khartoum and other countries, civilian entities have rushed to disclose their movement towards Supporting the government approach, including the Sudanese-Israeli People's Friendship Association and the Popular Authority for Peace and Normalization, all of which work to support popular and societal communication between the two countries.

The head of the organization called "Isrudan", Abdel-Qader El-Ashary, told Al-Jazeera Net that the most important reason that encouraged him to establish the organization was the general trend, after normalization with Israel on the official and popular levels became a reality, leaving nothing but legislation.

On January 6, the Sudanese government officially signed the declaration of the Abraham Accords leading to rapprochement with Israel, during the visit of former US Secretary of the Treasury, Stephen Mnuchin, to Khartoum.

The government of Prime Minister Abdullah Hamdok says that the official normalization agreement between Khartoum and Tel Aviv will not be effective before it is presented to the Legislative Council - which has not yet been completed - and yet steps for rapprochement between the two countries are accelerating, as Israeli delegations visit Khartoum from time to time amid welcome and coordination with the component Military partner in the transitional government, in clear violation of the boycott of Israel law that is still in effect.

According to El-Dechary, the registration of the "Isrudan" organization was completed on February 14th, with great support from Sudanese throughout the country, without facing any difficulties from the Ministry of Labor and the Humanitarian Aid Commission concerned with granting the registration certificate, as he says that the officials in the ministry cooperated very much. All procedures go smoothly right down to the handover of the official registration certificate.

Registry controversy

However, experts in voluntary affairs confirmed - to Al Jazeera Net - that the Voluntary and Humanitarian Work Law in Sudan of 2006 prohibits the registration of any front or organization promoting political activity, which makes it "strange" for "Isrudan" to obtain a registration certificate as a voluntary organization, especially with the clarity of its visions. And its goals.

On the other hand, a source in the Ministry of Humanitarian Affairs confirms to Al-Jazeera Net that the organization was registered in accordance with the generally accepted controls highlighting the principles governing voluntary and humanitarian work, and the statute submitted by the organization spoke of it working in the field of development and reconstruction without any reference to Israel or normalization.

He clarifies that the subsequent statements of the head of the organization that "Isrudan" is working to support popular relations between Sudan and Israel contradict the principles governing voluntary and humanitarian work stipulated in the Voluntary Work Organization Law of 2006, and accordingly, the organizations and entities that work in strengthening relations between peoples, the place of registration Not the Humanitarian Aid Commission, but the World People's Friendship Council.

However, Abdel-Qader El-Ashary clarifies - to Al-Jazeera Net - that all the registration procedures for the organization were correct without any breach, and stresses that his organization is concerned with development and reconstruction, and works on communicating with all countries by opening offices in many capitals in the name of the organization itself and does not exclude Israel, of course. adverb.

It also clarifies that the organization is independent and does not stand behind any party, and that the purpose of its establishment is not political, rather it is completely far from any political activity and focuses only on the areas of development, reconstruction, rejection of hatred, combating terrorism, and coexistence between peoples.

"We have members in Morocco, and we are working to open offices in Bahrain, Saudi Arabia, the Emirates and Yemen, and we will not overlook even the unprinted countries with Israel."

Malicious assertiveness

Journalist and political analyst Shawqi Abdel Azim believes that the state of the Sudanese civil society organizations ’demands towards normalization with Israel will cause great harm to Sudan’s position, lose its strong position and impose the basic conditions for proceeding with the official rapprochement process.

Abdel-Azim points out that civil society organizations should exert pressure on the government to see the benefits that Sudan reaps from this normalization, especially since its officials have not yet brought the matter up for discussion at any level of society.

The political analyst draws a comparison between the Egyptian civil society and its Sudanese counterpart, which he describes as fragile, as the former succeeded in repelling the official governmental normalization with Israel and was able to maintain the cohesion of the street towards the relationship with Israel, as most Egyptians still see themselves as hardly resisters against the occupation. The government's mission is to make a breakthrough in society so that it misses the true meaning of normalization.

Shawky continues by saying, "Here, perhaps, we cannot do the same thing. If politicians, businessmen, and civil society organizations are competing and aggressively to normalize in this way, the payoff will be counter-productive, but very dangerous."
