  Public information shows that Li Jinzao was born in January 1958 in Xiantao, Hubei, and is a PhD student in economics at the Chinese Academy of Social Sciences.

In October 2014, he served as Secretary of the Party Leadership Group and Director of the National Tourism Administration, and in March 2018 as Deputy Secretary and Deputy Minister of the Party Leadership Group of the Ministry of Culture and Tourism.

In July 2020, it was officially announced that Li Jinzao was suspected of serious violations of discipline and law and was subject to review and investigation; in September of the same year, the State Council of China removed his vice minister of culture and tourism.

  On January 25, 2021, the website of the State Supervision Commission of the Central Commission for Discipline Inspection announced that Li Jinzao was expelled from the party and public office for serious violations of discipline and law.

He was accused of engaging in superstitious activities, corrupting his family style, corrupting his life, and collecting money with his family.
