The Party Administration is scheduled to discuss the specific size, payment method, and timing of the additional budget, starting with the closed high-level Party Government Council on the evening of the 14th.



Earlier, Kim Sang-jo, the head of the Blue House Policy Office, Hong Nam-gi, Vice Prime Minister and Minister of Strategy and Finance, and the Democratic Party's Policy Committee Chairman Hong Ik-pyo agreed on the principle of preparing the 4th disaster subsidy as soon as possible to support public welfare.



When it comes to the targets of disaster subsidies to be reflected in the supplementary draft, the Party is putting weight on'selection (customized) and universal (nationwide)', and the government is putting weight on'selection'.



The Democratic Party is in a position that it is possible to include the national disaster support fund as a supplementary bill by focusing on the selection of disaster subsidies that have a consensus with the government.



One of the possible scenarios is that the supplementary draft reflects both the selection and the national support fund budget, but only the time of payment to the citizens is different depending on the quarantine situation.



If the quarantine situation is unfavorable, the Party may agree on the principle that the government will actively review the payments to the public in the future, and only select subsidies may be reflected first in the supplementary draft.



It is predicted that the size of this supplement, which will be organized for the first time in this year, can be at least 10 trillion won if only selected subsidies are included, and 25 trillion won if it includes support for the whole country.



This is an estimate based on the first national disaster subsidy (14.3 trillion won) and the third customized disaster subsidy (9,3 trillion won), and the selected disaster subsidy to be paid is the third, considering the prolonged damage of self-employed and small business owners. There is a possibility that the level will exceed the support fund.



The Democratic Party is planning to receive an additional bill in the extraordinary National Assembly in February and process it in the extraordinary National Assembly in March.



Through this, the goal is to pay within March at the latest.



The so-called three-way win-win solidarity law, the loss compensation system, the cooperative profit sharing system, and the Social Solidarity Fund legislation are also accelerating.



The Democratic Party is expected to finalize the submission of the relevant bill by the 25th after consultation with the party government and go through the review process of the standing committee.
