The order “On the approval and implementation of the Russian system and numbering plan” states that the ministry should “switch over to use the national prefix“ Mon = 0 ”when establishing intra-zone and long-distance telephone connections, and when establishing international telephone connections, to international prefix "PMn = 00".

Based on the content of the new document, this stage is being extended until 2025.

At the second stage, which should last from 2025 to 2028, it is planned to switch to the use of a closed numbering plan when establishing a local telephone connection.

Note that an open plan is currently used in the Russian Federation, which allows you to dial phone numbers without a city code for intracity connections.

In this case, only a five-, six- or seven-digit number is used.

Geolocation and search for the missing

Earlier, the Ministry of Digital Science proposed to remove information about the geolocation of a mobile phone from the legal article on the secrecy of communications.

Let us remind you that in accordance with the current legislation, information falling under the secrecy of communication may be released to third parties on the basis of a court decision.

The department proposed to revise the existing order on behalf of the president in order to finalize the legislation for the prompt search of the missing.

According to the deputy head of the department Oleg Ivanov, the amendments do not violate the law on personal data.

He explained that telecom operators can provide service information of the means of communication, including the coordinates of the subscriber devices of the missing citizens.

At the same time, this data can not always be promptly transferred to the bodies that are engaged in operational search activities, since the coordinates of subscriber devices are a secret, the observance of which operators are obliged to ensure.

The department noted that the initiative is a revised version of the bill approved by the State Duma in the first reading in 2019.

This document provided for the possibility of obtaining information about the geolocation of mobile devices without a court decision at a reasoned request from law enforcement agencies.

The updated version of the bill prohibits disclosing the content of conversations or messages transmitted using mobile devices, without the consent of subscribers or in the absence of a court decision.

Along with this, the document excluded the powers of the government of the Russian Federation to establish the procedure for providing geolocation data, and also introduced a clarification that data on the geolocation of mobile devices can only be provided from the equipment of telecom operators.

QR codes instead of driving licenses

Prior to that, the Ministry of Digital Industry came up with a proposal to conduct an experiment on using a mobile application with QR codes instead of a number of traditional documents, such as a driver's license and a vehicle registration certificate.

As Oleg Kachanov, the deputy head of the Ministry of Digital Industry, said in January, the experiment could take place in several “most digital” regions of Russia.

According to the concept developed by the department, the ability to leave a driver's license and vehicle registration certificate at home will be provided for drivers who will have a device with a mobile application installed, where there will be information about these documents in the form of a QR code.

The inspector, in turn, will be able to read the code using a special device.

Earlier, the head of the Ministry of Digital Science Maksut Shadayev said that the project to create digital twins of the basic documents of citizens would begin in 2021.

According to the minister, the technology involved was tested during the first wave of the spread of the coronavirus infection COVID-19, when digital passes with a QR code were introduced.
