As a guideline for implementing priority measures, there are cases where it is recognized that the infection may spread in a specific area of ​​a prefecture and spread to the entire prefecture, or that the medical care provision system may be hindered. However, he points out that the situation requires measures equivalent to "Stage 3".



In addition, even in areas where measures equivalent to "Stage 2" are required, if there is a high need to prevent the re-spread of infection, it is possible to make a comprehensive judgment and apply it.



Then, we request the prefectural governors who specify the areas for priority measures to set the areas, periods, and business formats so that the measures will be effective, such as in principle for each municipality or certain areas.



In addition, the government will support prefectures that pay cooperation money to restaurants in response to requests such as shortening business hours through the "cooperation request promotion frame" set up in the temporary grant for regional revitalization.



In addition, regarding the penalties for not responding to hospitalization recommendations and health center surveys newly established by the revision of the Infectious Diseases Control Law, "we will give due consideration to human rights and operate carefully."
