Economy: This is how Madrid contradicts the Government's 'tax doctrine': it collects 157 million more in the same taxes it cut
The Madrid tax cut, which was highly attacked during the Catalan electoral campaign, has meant
an average saving of 16,500 euros per taxpayer
in the region since 2004. This is reflected in a balance of the tax policy of the Popular Party in the regional Executive of the last 16 years prepared by the Ministry of Finance of the Community of Madrid and to which EL MUNDO has had access. The estimate of the team of the Minister of Finance, Javier Fernández-Lasquetty, is that, «in
the period between 2004 and 2020, tax savings for Madrid taxpayers and families
has reached 52,819 million
.
They are equivalent to an average saving of 16,500 euros per taxpayer, taking into account personal income tax filers. ”In other words, the Community of Madrid was able to collect that money with current regulations, but chose to
that amount will remain in the pockets of Madrid
.
With this 2004 policy, it has achieved electoral results to form a government in the last 15 years, although it is increasingly criticized by the opposition for understanding that it reduces the quality of public services.
The government of
Isabel Diaz Ayuso
denies it and argues that, on the contrary, it generates growth. The downward fiscal race was initiated by the Government then
Hope Aguirre
and maintained and extended in time by its successors.
«The tax reduction policy has been continued and in each regional budget there has been some tax reduction for the people of Madrid.
It has never led to an increase »
, is stated in the balance sheet of the regional Finance Ministry.
The Autonomous Tax Competitiveness Index and the one prepared by the General Council of Economists coincide in placing Madrid at the head of the communities with the lowest taxes.
the estimated tax saving is 4,480 million
, of which the majority correspond to the Inheritance and Gift Tax.
Taxation on inheritances must be "harmonized" upwards, according to the socialist candidate for the Generalitat,
Salvador Illa
, and the Minister of Finance herself,
Maria Jesus Montero
.
It is the most significant source of tax savings for Madrid taxpayers, but it also occurs in various taxes, according to the aforementioned balance sheet.
SUCCESSIONS AND DONATIONS
Of the more than 50,000 million in savings calculated, more than 35,000 correspond to rebates of up to 99% applied in Madrid on these taxes.
In 2004 the first allowance was established for descendants under 21 years of age and in subsequent years it was expanded.
The savings for Madrilenians is
up to 3,000 million annually
, according to the official estimate of the council.
PATRIMONY TAX
Taxpayers' savings for this tax figure amount to
9,645 million for more than a decade
.
It has been subsidized at 100% in the Community of Madrid since 2008 in what constitutes its most controversial tax reduction, since it stops collecting close to one billion euros a year, according to the opposition.
Also in 2008, the socialist government of Zapatero decided to eliminate it, considering that the richest did not pay it, since they had ways to avoid it.
However, in 2011 it was restored at the state level and the Rajoy Government maintained it temporarily until the current coalition has made it final.
Despite its implementation, the Community of Madrid has kept it suppressed for considering it "unfair".
Personal income tax
The margin of maneuver of the autonomous governments is less in the Personal Income Tax than those transferred from Inheritance or Patrimony, but, even so, the Community of Madrid has lower rates in the autonomous section than the rest of the communities .
Tax savings for taxpayers for this concept
reaches 6.741 million
in a race to the bottom that began in this case in 2007. Then there were four reductions in the rate in the respective sections.
Additional cuts followed in 2014, 2015 and 2018. To these must be added the deductions for educational expenses since 2011 or for families with two or more descendants with reduced income.
In 2018, deductions for birth or adoption or foster care for people over 65 years of age, among others, were increased.
ITP AND AJD
The Tax on Patrimonial Transmissions and Documented Legal Acts, which affect the price of homes, have different reduced tax rates and bonuses since 2005 that make Madrid taxpayers have saved in these years
about 545 million
.
The central government modified the AJD tax in 2018 so that the banks would assume it for mortgage loans.
HYDROCARBONS
"The Community of Madrid approved the return of the regional share of the Tax on Hydrocarbons to professional carriers for the use of professional diesel since 2014," says the Community in its balance sheet.
Have assumed
20 million for this group
in this years.
ECONOMIC ACTIVITIES

2010 the provincial surcharge is no longer required
established by the Community of Madrid on the quotas of this tax.
