This is stated in a statement by Borrell, published on the website of the European External Action Service.

"Diplomatic channels of communication should remain open not only for de-escalation of crises or incidents, but also for direct exchange of views, transmission of firm and frank messages, especially when relations are far from satisfactory," he said in his address following his visit to Russia.

The statement emphasizes that Borrell will inform the foreign ministers of the European Union about the results of his trip to Russia at the upcoming meeting in Brussels on February 22.

Earlier, Russian Foreign Minister Sergei Lavrov, during a press conference with Borrell, commented on relations with the EU.
