Acting UN envoy to Libya Stephanie Williams announced the resort to a second round of voting on 4 lists to choose the Presidential Council and Head of Government in Libya, after the four lists failed to obtain a sufficient number of votes from the members of the Libyan Dialogue Forum meeting in Geneva to win the first time.

Participants in talks on Libya's political future held a vote on Friday to choose a new interim government as part of a UN-led process aimed at ending 10 years of chaos in the country.

The four candidates to head the Libyan government pledged in writing to abide by the road map agreed upon in Tunisia and to hold elections on December 24 of this year.

They must also adhere to the results of the voting that will be held by the members of the Libyan Political Dialogue Forum, and take into account the formation of the government according to competence, merit, and a fair diversity of political and geographical representation, and the participation of cultural components, women and youth, provided that the representation of women is not less than 30% of the leadership positions in the government.

Candidates for the post of prime minister and various positions in the new presidential council were subjected to scrutiny throughout the week in sessions broadcast on the air, and they formed 4 lists yesterday, Thursday.

The United Nations Support Mission in Libya announced today that it has officially received 4 lists of candidates for the Libyan Presidency Council, expressing optimism about the diversity in the nominations for the new executive authority in the country.

According to a statement by the United Nations Support Mission in Libya, the four lists - which obtained the required recommendations - were submitted as stipulated in the selection mechanism adopted by the Libyan Political Dialogue Forum.

Each list includes 4 candidates, one for the presidency of the Libyan Presidential Council, two for membership of the Council, and one for the presidency of the government, according to the names of the four lists announced by the UN mission.

Voting mechanism

The statement indicated that the members of the Libyan Political Dialogue Forum met today, Friday, in Geneva to vote on the lists, and indicated that the minimum required for selection is 60% of the valid votes.

He added that in the event that no list reaches this limit, a second round will be held to vote on the two lists that received the largest number of votes in the first round, as the minimum for the second round is 50% + 1 of valid votes.

Earlier, the UN mission announced the resort to the option of forming lists of presidential council candidates after none of them had obtained the required percentage of votes according to the electoral complexes mechanism for the three regions (Tripoli, Barqa and Fezzan).
