Berlin (dpa) - The structures of the Prussian Cultural Heritage Foundation, which are considered too sluggish, remain in the focus of the reform commission for one of the most important international cultural organizations.

However, contrary to the recommendation of an expert opinion, there are no signs of independence, for example of the state museums.

During the most recent meeting, it was about a possible development of decentralized management and administrative structures, "to strengthen the autonomy of museums and institutes," it said in a statement on Thursday in Berlin.

There is a "great desire for change," said Minister of State for Culture Monika Grütters.

"In order to do justice to this, we are consistently putting the existing structures to the test."

In order for the individual houses to be able to better highlight their potential and strengths, they needed “the greatest possible autonomy”.

However, Grütters restricted that this should happen “within this association”.

According to an analysis by the Science Council, the roof structure of the foundation results in unclear decision-making processes.

The committee had proposed an extensive split of the foundation.

So far, for example, the museums with their world-class collections have not adequately exploited the potential.

Hermann Parzinger, President of the Foundation, only spoke of “greater personal responsibility for the individual museums”.

This would have the potential to add value to the audience.

"That must be the core concern of every reform."
