  The "Notice" requires that, in principle, elementary and middle school students are not allowed to bring personal mobile phones into campus.

If there is a real need, the parent’s consent and a written application must be submitted. After entering the school, the mobile phone should be kept by the school and it is prohibited to bring it into the classroom.

  The "Notice" emphasizes that schools should incorporate mobile phone management into the school's daily management, formulate specific measures, clarify the place, method, and responsible person for unified storage, and provide necessary storage devices.

The need for communication between students and their parents should be solved through the establishment of public telephones on campus and the communication hotline for class teachers.

Do not use mobile phones to assign homework or require students to use mobile phones to complete homework.

  The "Notice" pointed out that schools should strengthen education and guidance through a variety of forms, so that students should treat them scientifically and rationally and use mobile phones reasonably, and avoid simple and rude management behaviors.

Schools should do a good job in home-school communication, and parents should earnestly perform their education responsibilities and form a joint effort for home-school education.

  The "Notice" requires the county-level education administrative departments to strengthen work guidance and solve problems in school mobile phone management in a timely manner.

Educational supervision departments should strengthen daily supervision to ensure that relevant requirements are fully implemented to promote the healthy growth of students.
