  At the same time, Khatibzad stated that Iran has made it clear on several occasions that bilateral dialogue with the United States is unnecessary, and Iran will not do so.

  He said that according to the "Anti-Sanctions Strategy Law" promulgated by the Iranian parliament, there are only a few weeks left before the time limit established by the law. If the relevant parties still fail to take effective measures, Iran will take the next step.

  According to Article 6 of the Anti-Sanctions Strategy Law, if the signatories of the Iranian nuclear agreement violate the content of the agreement, the relationship between Iran and international banks is not fully normalized, the export obstacles of Iranian petroleum and chemical products are not completely eliminated, and Iran cannot obtain oil quickly.   In July 2015, Iran reached a comprehensive agreement on the Iranian nuclear issue with the United States, Britain, France, Russia, China, and Germany.

According to the agreement, Iran promised to restrict its nuclear program and the international community lifted sanctions against Iran.

In May 2018, the US government unilaterally withdrew from the Iran nuclear agreement, and subsequently restarted and added a series of sanctions against Iran.

Since May 2019, Iran has gradually suspended the implementation of some of the terms of the agreement, but promised that the measures taken are "reversible."

On January 27 this year, the new U.S. Secretary of State Blinken stated that as long as Iran re-complied with the Iran nuclear agreement, the Biden administration was willing to ease the sanctions imposed by the Trump administration on Iran.
