At higher altitudes it can occasionally snow, as the German Weather Service (DWD) announced on Monday.
The maximum values in Baden-Württemberg are between three and ten degrees.
Tuesday will be rainy with maximum temperatures of seven to 14 degrees.
The flood situation in Baden-Württemberg is slowly easing, but the water levels - especially on the Rhine and Danube - remain high, as a spokeswoman for the flood forecast center said.
Due to the thaw, shipping on the Rhine is expected to remain closed for a few days.
