Frankfurt / Main (dpa / lhe) - Door locks were missing, the power supply was poor: A property owner failed before the Frankfurt administrative court with her urgent application against an order from the housing supervisory office due to intolerable conditions for tenants.

After complaints from several tenants, the authorities had asked for an electric door opener to be installed and the intercom to be repaired, a court spokeswoman reported on Monday.

The time relay of the stairwell lighting should also be repaired, because the defective permanent lighting in the stairwell resulted in permanent light entering the apartments.

The housing inspectorate had found that door locks were missing in the property for months, the power supply was inadequate and the windows in the stairwell had already been removed in April 2020 due to an upcoming major renovation.

Since then, the stairwell has only been poorly protected against the weather with plastic sheeting.

The property owner had not shown her understanding of the authority's order, but tried to take legal action against it with her urgent application.

The competent chamber of the administrative court, however, pointed out that unsustainable conditions in the context of construction and modernization measures could not be tolerated by the housing supervisory authority.

The measures ordered by the city and the costs to be used for them would be in an appropriate relationship to the total volume of the expected renovation measures.

A complaint against the decision can be lodged with the Hessian Administrative Court in Kassel within two weeks.
