It was in October last year that the man was to be picked up at the Swedish Migration Agency's detention center in Flen.

Four carers were helped with the transport.  

The man was arrested in the cell and imprisoned with cable ties around his feet and also received a so-called "spot hood".

The man must then, according to staff at the repository, be carried out "as a package" to the car. 

The man was laid on the floor in the car and had to travel during the approximately 1.5-hour journey to the prison.

Split opinions

According to the report, the prison guards must have received information prior to the transport that the man in question was violent and disorderly.

However, there are divided opinions as to whether the man behaved violently during the arrest and transport.

The transport manager and the carer who supervised the man in the car believe that the man must have behaved violently, which led to the man being carried out and traveling on the floor in the car.

But according to other testimonies, the man must have been calm and not been able to resist as he was almost "packaged".

Inappropriate and dangerous to traffic

The investigator believes that the man has been subjected to an inhuman coercive measure when he was allowed to lie on the floor in the car.

The investigator also writes in the report that it has been dangerous in terms of traffic as the man could not have a belt. 

Both the transport manager and the carer who supervised the man in the car are now receiving criticism.

According to the investigator, both have acted in a way that is inappropriate and that is contrary to the Swedish Prison and Probation Service's values.
