“The secretary general urged allies to increase defense spending, invest in modern capabilities and ensure that our military remains prepared to respond to challenges such as Russia's aggressive actions, terrorism and the risks of China's rise,” the statement said.
Stoltenberg previously said that NATO does not view Russia as a source of immediate military threat.
In addition, he noted that the alliance does not consider China as its enemy, although its rise in the world arena creates problems for NATO.
