Zhuang Zhemeng, member of the Standing Committee of the Yunnan Provincial CPPCC and Chairman of the Hong Kong and Macau Committee of the Yunnan Provincial CPPCC Committee, proposed that the current Yunnan Pilot Free Trade Zone is set up around the airport economic zone, comprehensive bonded zone, economic development zone, high-tech zone and other parks. The environment provides important support for institutional innovation in the pilot free trade zone.

He believes that since the main development positioning of various parks lies in industrial and economic functions, and the positioning of the pilot free trade zone is mainly the institutional innovation function of investment and trade facilitation, the development of the two is both related and different.

Zhuang Zhemeng suggested that strengthening the innovative synergy between the pilot free trade zone and various parks and jointly achieving integrated development is the focus of the future construction of the Yunnan pilot free trade zone.

Deng Xuanhongyan, member of the Standing Committee of the Yunnan Provincial Committee of the Chinese People’s Political Consultative Conference and chairman of the Hong Kong and Macau Committee of the Yunnan Provincial Committee of the Chinese People’s Political Consultative Conference, said that Yunnan has the advantages of location and industrial development in the domestic and international “big and double cycles”. With the signing of the Comprehensive Economic Partnership Agreement (RCEP), Yunnan’s late-mover advantage is even more obvious.

She suggested that Yunnan should actively seize the opportunity for the development of the pilot free trade zone, fully implement the functional positioning of the pilot free trade zone and the comprehensive cross-border e-commerce pilot zone, deepen institutional innovation, accelerate the construction of a service-oriented government, and create a market-oriented, legalized, and A world-class business environment with facilitation and the independent and orderly flow of elements attracts and retains foreign-funded enterprises.

Wu Datian, member of the Standing Committee of the CPPCC of Yunnan Province and president of Hong Kong Tianbao Xingsheng Investment Co., Ltd., said in an interview that in 2019, when he visited Xishuangbanna Prefecture and Hekou County, he found that some companies were not very clear about the concept and policies of the pilot free trade zone.

He suggested that Yunnan can strengthen the training of local officials and the staff of the pilot free trade zone, and strengthen their learning of the pilot free trade zone and cross-border e-commerce.

The Yunnan Pilot Free Trade Zone was listed in August 2019, covering Kunming, Honghe, and Dehong. It is one of the three free trade zones in China's border areas for the first time. At present, about 160 new market entities are born in the pilot free trade zone every day, and 1 outdoor-funded enterprise is introduced every 4 days. (Finish)
