Less rigidity, more flexibility.

The president of Ile-de-France Mobilités (IDFM) asked the government to rewrite a draft decree "too rigid" on the opening to competition of the RATP bus network in order to introduce flexibility for the application of the 35 hours, she explained Wednesday.

"What I am asking is that there be the possibility of making company agreements to negotiate the passage to the 35 hours in a flexible way", to "refer to company negotiations" the establishment of 35 hours, said Valérie Pécresse.

RATP's opening up to competition must begin with its bus network, from January 1, 2025.

In a letter sent last week to the Minister of Transport, Jean-Baptiste Djebbari, Valérie Pécresse asks that this draft decree "can be rewritten because it does not allow opening to competition under good conditions and will degrade the quality of transport ”.

"It is the law" of orientation of mobilities (LOM) "which provides that the working time of bus drivers" of the RATP "passes from 30 to 35 hours" weekly with the opening to competition, ie " 52 more minutes a day, ”she said.

But that "supposes making possible an increase" in working time, she added, criticizing "all the constraints put in the decree".

The draft decree "is too rigid" and "all these rigidities will be very complex to manage" by the transport companies, which "will not be able to put the hours where they will be necessary", which will generate "difficulties in organizing the service ”, estimated Valérie Pécresse, who consequently fears“ a degradation of the service ”.

"These rigidities will not make it possible to negotiate agreements at the local level", in companies, to get drivers to "work 35 hours in exchange for salary increases", thanks to "win-win agreements", judged the president of the regional transport authority, qualifying the draft decree as "bureaucratic hell in the transport version".
