In December 2018, Datong Youdao Urban Development Investment Co., Ltd. illegally changed the registered use of agricultural land for facilities, and built catering, entertainment, leisure sightseeing, training and teaching in 8 steel-frame greenhouses of the Majia Village Agricultural Carnival Project in Pingcheng District, Datong City Other non-agricultural facilities occupy 105.20 acres of arable land, of which 13.80 acres of permanent basic farmland.

2. Sheng Ai Milong Agricultural Development Co., Ltd. illegally occupied cultivated land for construction in Sujiatun District, Shenyang City, Liaoning Province.
In 2020, Shenyang Sheng Ai Milong Agricultural Development Co., Ltd. failed to obtain facility agricultural procedures to construct 9 large sheds, occupying 16.45 acres of arable land, and each large shed nursing house is 40 square meters (including the part connected with the house in the shed). Wooden decoration, the house has a stove, a fire kang, a separate toilet and a loft.
In addition, a house of 10 square meters was illegally constructed in each greenhouse, with ceramic tiles and fire on the inside.
On October 12, 2020, the renovation was underway during the inspection.

3. Illegal occupation of cultivated land for the construction of the rural complex in Wanchang Town, Yongji County, Jilin City, Jilin Province.
In May 2019, the Nongfa Planting Farmers Professional Cooperative of Wanchang Town, Yongji County built 7 new buildings (structures) in the core area (agricultural park) of the rural complex in Wanchang Town without approval, occupying 1.84 mu of arable land illegally; 1 racecourse, illegally occupying 18.9 mu of cultivated land.
After the inspector pointed out the problem, on December 18, 2020, the Nongfa Planting Farmers Professional Cooperative in Wanchang Town, Yongji County has completed the registration procedures for facility agricultural land for 7 buildings (structures); the racetrack land is being rectified.
4. Jiutai District, Changchun City, Jilin Province Jilin Province Jiuyu Agricultural Development Co., Ltd. illegally occupied cultivated land for construction.
In April 2020, Jilin Province Jiuyu Agricultural Development Co., Ltd. occupied 18.4 acres of arable land in Ma'anshan Village, Tumenling Street, Jiutai District, to construct steel-frame greenhouses, illegally changing the use of agricultural land for the registered facilities, and building sightseeing, catering, and business in the greenhouses And other non-agricultural facilities.
After the inspector pointed out the problem, on December 6, 2020, Jilin Province Jiuyu Agricultural Development Co., Ltd. dismantled non-agricultural facilities on its own and restored the cultivation conditions of the cultivated land.
5. Qishan Water Mill Leisure Agriculture Demonstration Site of Jiesheng Agricultural Development Co., Ltd., Fuzhou High-tech Industrial Development Zone, Fujian Province, illegally occupied farmland for construction.
In September 2019, Fujian Jiesheng Agricultural Development Co., Ltd. built catering, picnic barbecue, live CS and other amusement facilities and supporting facilities in the Qishan Water Mill Leisure Agriculture Demonstration Site for external operation, occupying 44.12 acres of arable land (34.55 acres of permanent basic farmland) , Of which 11.56 mu of cultivated land is occupied by buildings and structures (all are permanent basic farmland).

6. Rongjie Garden Fruit and Vegetable Cooperative, Rongjie Garden, Xiang’an District, Xiamen City, Fujian Province, illegally occupied cultivated land for construction.
In May 2020, the Rongjieyuan Fruit and Vegetable Cooperative Rongjieyuan Huaguo Villa violated the regulations to change the use of the registered agricultural land for catering, sales, and to build lawns, barbecues, children's amusement parks and other supporting facilities, occupying 8.4 acres of arable land.

7. Mingboyuan Family Farm Leisure Villa in Tongan District, Xiamen City, Fujian Province illegally occupied cultivated land for construction.
In March 2020, Mingboyuan Family Farm Leisure Villa violated the regulations and changed the registered use of agricultural land for catering and leisure entertainment. It built lawns, hardened trails, barbecues and other supporting facilities, occupying 2.6 acres of arable land (all permanent basic farmland) ), of which 0.68 mu of arable land is occupied by buildings and structures (all are permanent basic farmland).

8. Xinmeiyuan Fruit and Vegetable Professional Cooperative Xinmeiyuan Urban Farm in Tongan District, Xiamen City, Fujian Province illegally occupied cultivated land for construction.

9. Bengbu (North Anhui) Flower Technology Industrial Park in Anhui Province illegally occupied cultivated land for construction.

Bengbu (North Anhui) Flower Science and Technology Industrial Park facility agriculture project, illegally changed the registered facility agricultural land use, used as a flower trading market, occupying 102.03 acres of arable land, of which 13.30 acres of permanent basic farmland.

10. Bengbu Modern Flower Technology Industrial Park in Anhui Province illegally occupied cultivated land for construction.
The facility agriculture project of the Modern Flower Technology Industrial Park of Bengbu Tianhe Flower Market Development Co., Ltd. in Anhui has violated the regulations and changed the purpose of the facility farmland used for the record, used as a flower trading market and racetrack, occupying 76.04 acres of arable land.

11. Rizhao Water Group in Rizhao City, Shandong Province illegally occupied cultivated land for construction.
Since December 2019, Rizhao Water Group has built non-agricultural facilities such as karting yards and RV bases in the Huayu Xiangzhou Pastoral Complex project area without approval, covering an area of 59.16 acres, including 53.76 acres of arable land.
After the inspector pointed out the problem, on November 23, 2020, non-agricultural facilities were demolished and replanted.
12. Shandong Fanglei Rose Group Co., Ltd. illegally occupied cultivated land for construction in Pingyin County, Jinan City, Shandong Province.
Since 2020, without approval, Shandong Fanglei Rose Group Co., Ltd. has built non-agricultural facilities such as amusement and catering in the Fanglei Rosehua Town Pastoral Complex Project Area, occupying 79.24 mu of cultivated land, of which 46.11 mu of permanent basic farmland.

13. Shandong Xincheng Modern Agricultural Technology Co., Ltd. illegally occupied cultivated land for construction in Huimin County, Binzhou City, Shandong Province.
In 2017, Shandong Xincheng Modern Agricultural Technology Co., Ltd. built 21 commercial wooden structure accommodation houses in Xincheng Agricultural Demonstration Park without approval, occupying 7.6 acres of arable land, and Huimin County organized the removal of the houses.
In the first half of 2020, the company moved the removed wooden houses back to the Xincheng Agricultural Demonstration Park.
After the inspector pointed out the problem, on November 23, 2020, the wooden house of the project was demolished and replanted.
14. Shandong Weifang City, Changyi City, Shandong Weishui Tianyuan Agricultural Development Co., Ltd. illegally occupied cultivated land for construction.
In the first half of 2020, Shandong Weishui Tianyuan Agricultural Development Co., Ltd. violated the regulations to change the registered use of agricultural land, constructing flower landscapes, plastic sculptures and other non-agricultural facilities in a greenhouse of the Weishui Pastoral Complex Project, and in a greenhouse. Children’s amusement facilities are placed in the center, occupying a total of 6 mu of permanent basic farmland.
After the inspector pointed out the problem, on October 28, 2020, non-agricultural facilities were demolished and replanted.
15. Shali Chuntian Modern Agricultural Technology Development Co., Ltd. illegally occupied cultivated land for construction in Xicheng District, Luohe City, Henan Province.
In October 2019, Shalichunchun Modern Agricultural Technology Development Co., Ltd. violated the regulations to change the use of the registered agricultural land, constructing amusement facilities, outreach training areas and other non-agricultural facilities in the Shalichunchun Ecological Park project area, and at the same time transformed the greenhouse into multiple Function hall, Happy World Farming Cultural Center, Military Experience Hall, Bird Park, Creative Handicraft Hall, etc. occupy 108.67 mu of cultivated land.
After the inspector pointed out the problem, at the end of December 2020, non-agricultural facilities were demolished.
16. Three companies, including Luoyang Shihao Agricultural Development Co., Ltd., Yichuan County, Luoyang City, Henan Province, illegally occupied cultivated land for construction.
In October 2019, Luoyang Shihao Agricultural Development Co., Ltd. and other three companies built non-agricultural facilities such as playgrounds, racetracks, and catering in the Yinuma Hexiang Pastoral Complex project area without approval, occupying 87 acres of permanent basic farmland .
After the inspector pointed out the problem, at the end of November 2020, non-agricultural facilities were demolished.
17. Xingyang City, Zhengzhou City, Henan Province, Henan Green Fruit and Vegetable Agricultural Technology Co., Ltd. illegally occupied cultivated land for construction.
In April 2020, Henan Green Fruit and Vegetable Agricultural Technology Co., Ltd. built non-agricultural facilities such as restaurants, racetracks, live CS venues, and archery fields in the Phoenix Magic Farm project area without approval, occupying 48.5 mu of permanent basic farmland.
After the inspector pointed out the problem, at the end of November 2020, non-agricultural facilities were demolished.
18. Xingyang Gufeng Planting Professional Cooperative in Xingyang City, Zhengzhou City, Henan Province illegally occupied cultivated land for construction.
In June 2019, Xingyang Gufeng Plantation Professional Cooperative violated the regulations to change the use of agricultural land for the registered facilities, and built non-agricultural facilities such as accommodation, catering, and children's playground in the Gufeng Manor project area, occupying 42.4 mu of permanent basic farmland.
After the inspector pointed out the problem, at the end of November 2020, non-agricultural facilities were demolished.
19. The Haicheng Town Government of Haifeng County, Shanwei City, Guangdong Province illegally occupied cultivated land for construction.
In October 2019, the Haicheng Township Government of Haifeng County, Shanwei City illegally occupied 5.96 acres of land in Wencuo Village, Haicheng Town, including 5.36 acres of permanent basic farmland, to build a "tea street", and a total of 50 houses were built.
In December 2020, Haifeng County Natural Resources Bureau filed the case for investigation.
20. Binfen Siji Fruit Ecological Agriculture Co., Ltd. illegally occupied cultivated land for construction in Heng County, Nanning City, Guangxi Zhuang Autonomous Region.
In April 2020, Nanning Hengxian Binfen Siji Fruit Ecological Agriculture Co., Ltd. illegally occupied 5.33 acres of permanent basic farmland in the name of facility agriculture to build a colorful four-season fruit ecological farm and built a visitor center, bamboo house accommodation, catering and other facilities.
After the inspector pointed out the problem, on November 25, 2020, the Heng County People's Government of Nanning City organized the demolition of non-agricultural facilities and the cultivated land was restored to planting conditions.
21. Wanfu Ecological Recreation Farm in Gangnan District, Guigang City, Guangxi Zhuang Autonomous Region illegally occupied cultivated land for construction.
Since August 2019, Wanfu Ecological Recreation Farm in Gangnan District, Guigang City has illegally changed the registered facility agricultural land use, occupying 5.76 acres of arable land, of which 3.11 acres of permanent basic farmland, and building a total of 10 houses for non-agricultural facilities such as catering and leisure.
After the inspector pointed out the problem, on October 19, 2020, the People's Government of Gangnan District, Guigang City organized the demolition of non-agricultural facilities, and the cultivated land was restored to planting conditions.
22. Yucheng Company of Lianyuan City, Loudi City, Hunan Province illegally occupied cultivated land for construction.
Since April 2019, Yucheng Company has built non-agricultural facilities such as water parks, cruise ships, slides, reception centers, restaurants, toilets, etc. in the Blueberry Industrial Park without approval. It will be completed and opened in October.
The construction of amusement projects such as go-karts and Ferris wheels will continue in January 2020, and will be completed and put into operation in July 2020.
Illegal occupation of 77.68 mu of arable land, including 70.68 mu of basic farmland.
After the inspector pointed out the problem, Lianyuan City demolished and re-cultivated all the buildings (structures) occupying permanent basic farmland. The Commission for Discipline Inspection and Supervision of Lianyuan City accounted for 9 relevant persons responsible.
The Ministry of Natural Resources pointed out that these 22 cases of illegal occupation of cultivated land to construct "greenhouses" reflect the inadequate implementation of the normal long-term supervision mechanism in some areas, the lax supervision of local governments, and the inadequate performance of routine inspections by relevant departments.
All localities must thoroughly study and implement the requirements of the central government on strict farmland protection, take effective measures, strengthen supervision and management, and achieve "early detection, early stop, and early disposal", and "zero tolerance" to manage the newly illegal occupation of farmland.
The National Natural Resources Inspectorate will continue to track and supervise the notified cases to ensure that the rectification of problems is in place. At the same time, it will oversee the implementation of responsibilities of local governments, resolutely curb the "non-agriculturalization" of cultivated land, and strictly adhere to the red line of cultivated land.
