  Compared with the previous version, the third-review draft has further improved the administrative penalty procedures, improved the administrative penalty enforcement system, and required that administrative penalty decisions with a certain social impact be made public in accordance with the law; expanded the scope of hearings and clearly included other heavier administrative penalties in the scope of hearings; increased It is stipulated that those parties who disagree with the administrative penalty decision restricting personal freedom, apply for administrative reconsideration or file an administrative lawsuit, may file an application for suspension of execution to the agency that made the decision, and the execution shall be suspended if the circumstances meet the legal requirements.

  At the same time, the draft improves the rules for the application of administrative penalties and adds provisions for social supervision of administrative penalties: Illegal income refers to money obtained from the implementation of illegal acts, unless otherwise provided by laws, administrative regulations, and departmental rules; illegal acts involve citizens' lives and health In case of safety, financial security and harmful consequences, the time limit for accountability shall be extended to five years; administrative organs shall accept social supervision when imposing administrative punishments.

  The draft also refines the principle of combining punishment with education, strengthens the function of education, improves the implementation of administrative punishment systems in towns and neighborhoods, and further regulates the decentralization of administrative punishments.
