The initiative is planned to be discussed on January 20 at a meeting of the working group led by Vice-Speaker Pyotr Tolstoy, RIA Novosti reports.

As stated in the explanatory note, in order to prevent "child trafficking", it is proposed to determine that only those who have Russian citizenship or a residence permit and are married, a man and a woman who are not older than 55 and not younger than 25, are entitled to use the appropriate technologies, not earlier than one year after registration of marriage.

At the same time, independent bearing and childbirth of a woman is impossible for medical reasons established by a council of doctors.

In addition, the project introduces a rule aimed at prohibiting advertising of services in this area of ​​surrogacy.

According to the authors, the implementation of the measures will help to free the market "from commercial manipulations on the part of all sorts of" intermediary offices "aimed at the" sale "of Russian children and their export abroad."

In December, the Public Chamber proposed to ban surrogacy for foreign citizens.
