This was stated by the head of the Rosgvardia State Control Department Anton Linev during a meeting of the State Duma Committee on Security and Anti-Corruption.
"It is proposed by the bill to grant powers to detain by security guards and collectors of banking institutions persons who are trying to commit illegal encroachment on objects and protected goods," RIA Novosti quotes him.
He added that the guards and collectors will have to hand over the detainees to the police.
In December, Russian President Vladimir Putin signed a law banning the disclosure of personal data of security officials.
