  Recently, affected by the cold wave, severe cold weather has continued to occur in parts of my country.

In order to do a good job in safeguarding the rights and interests of workers in severe cold weather, the relevant matters are hereby notified as follows: 

  1. Attach great importance to the protection of workers' rights under severe cold weather.

The three parties in coordinating labor relations at all levels must adhere to the people's supremacy and life supremacy, fully understand the dangers of severe cold weather to workers, especially sanitation workers, linemen, couriers, takeaways and other outdoor workers, and provide targeted guidance and supervision The enterprise strengthens the protection of workers in severe cold weather, improves the labor protection work system, implements measures to protect workers' rights and interests, and effectively protects the lives and health of workers.

  2. Instruct the enterprise to negotiate with workers to arrange working hours reasonably.

Guide companies to reduce the outdoor working hours of outdoor workers in severe cold periods by adjusting working hours, increasing shift rotation, and reducing labor intensity.

Guide platform companies to take measures such as extending the delivery time limit as appropriate to ensure the occupational safety of platform employees such as takeaways.
