Zang Tiewei, spokesperson of the Legal Work Committee of the Standing Committee of the National People's Congress and director of the research office, recently introduced the six aspects of the proposed revision of the three-review draft.

  First, in order to ensure the effective development of animal epidemic prevention work, people's governments at or above the county level are required to take effective measures to stabilize the team of grassroots epidemic prevention agencies.

  Second, in order to further strengthen the compulsory immunization and supervision measures for animal diseases, the draft adds that the agricultural and rural authorities regularly evaluate the implementation and effects of the compulsory immunization plan, and maintain the non-specified animal disease areas and the non-specified animal disease biological safety isolation areas. Provisions for supervision and inspection of the situation.

  Third, in order to strengthen the management of dog epidemic prevention, the draft stipulates that dogs carrying dogs should wear dog tags and take measures such as dog ropes. The grassroots government should implement regulations on the management of dog epidemic prevention in rural areas, and specify that the provinces, autonomous regions, and The municipalities directly under the Central Government formulate specific measures for the prevention and management of dog breeding.

  Fourth, in order to make up for the shortcomings in the prevention and control of wild animal epidemics, the provisions of the State Council's agricultural and rural authorities in conjunction with the wildlife protection authorities to formulate wild animal quarantine measures have been added.

  Fifth, based on the opinions of some parties, the scope of persons who participate in the qualification examination for practicing veterinarians has been appropriately relaxed, and qualified rural veterinarians are allowed to participate in the occupational veterinary qualification examination.

  Sixth, in order to give full play to the role of social forces in animal epidemic prevention, regulations have been added to encourage and support practicing veterinarians, rural veterinarians, animal clinics, and related enterprises to carry out animal epidemic prevention and provide epidemic prevention services.
