China News Service, Beijing, January 17th (Li Jingze) Chinese State Councilor and Foreign Minister Wang Yi ended his six-day visit to Myanmar, Indonesia, Brunei and the Philippines on the 16th, realizing full coverage of bilateral offline exchanges with the ten ASEAN countries since the epidemic .

On the 30th anniversary of the establishment of the dialogue relationship between China and ASEAN, interviewed experts pointed out that China-ASEAN cooperation has become the most successful and dynamic model of regional cooperation throughout 30 years of development.

With strong resilience and momentum for cooperation, Wang Yi's trip to Southeast Asia helped promote the relationship between the two sides "in the thirties". The multiple achievements portray a picture of China with solidarity against the epidemic and development cooperation as the main line and multilateralism as the right path— The prospect of ASEAN cooperation.

Anti-epidemic cooperation: focus on vaccine cooperation

At the beginning of the outbreak of the new crown epidemic, China and ASEAN countries helped each other in materials and intensively conducted anti-epidemic technical support and exchanges of experience.

Analysts pointed out that the two sides have established a model of anti-epidemic cooperation, which is remarkable in the four countries interviewed this time.

At present, the epidemic situation in the four countries is still not optimistic. Among them, the cumulative number of confirmed cases in Indonesia has exceeded 900,000.

Chen Fengying, a researcher at the China Institute of Modern International Relations, said that although the overall situation of prevention and control in Southeast Asia is relatively good, there are still many uncertainties. Vaccine cooperation is still the top priority of current anti-epidemic cooperation.

In Wang Yi's itinerary, whether it is to donate vaccines free of charge or accelerate the development and procurement of vaccines, he has shown China's willingness to strengthen vaccine cooperation at every stop.

Xu Liping, a researcher at the Institute of Asia-Pacific and Global Strategy of the Chinese Academy of Social Sciences, noted that China and Indonesia will build a regional vaccine production center on the basis of successful cooperation in vaccine phase III clinical trials.

He believes that this is expected to help the entire ASEAN countries fight the epidemic.

At the same time, China's initiative has also received enthusiastic feedback from ASEAN countries.

Xu Liping believes that this will increase the recognition of Chinese vaccines in the ASEAN region.

He said that the significance of vaccine cooperation is not only to help the local resumption of work and production and to restore the economy, but also to enhance the confidence of the local people in fighting the epidemic and enhance mutual trust between China and ASEAN countries.

It is worth mentioning that from this visit, it can be seen that China-ASEAN cooperation in the fight against the epidemic is not limited to vaccines.

Xu Liping said that from personnel training to diagnosis and treatment technology exchange, the common goal of both parties is to accelerate the construction of a regional health community, which will further consolidate the foundation for future cooperation.

Economic and Trade Cooperation: Leading by "One Belt One Road"

Like vaccine cooperation, "One Belt, One Road" cooperation is also a frequent word in Wang Yi's visit.

In Myanmar, he proposed to speed up the joint construction of the “Belt and Road” flagship project, the China-Myanmar Economic Corridor, and promote the support and interconnection of the three ends of the corridor in the west, north and east; in Indonesia, he hopes to sign the “Belt and Road” initiative and the “Global Ocean Fulcrum” at an early date. In Brunei, he stated that he would steadily advance the two flagship projects of Hengyi Petrochemical and the "Guangxi-Brunei Economic Corridor" under the framework of the "Belt and Road Initiative". In the Philippines, he said he would like to cooperate with the Philippines. Further deepen the connection between the "Belt and Road" initiative and the "Building, Building, Building" plan.

"The epidemic will inevitably have an impact on China and ASEAN countries' Belt and Road cooperation. Wang Yi's visit shows China's firm determination to promote the Belt and Road cooperation." Xu Liping said that since the "Belt and Road" initiative was put forward, ASEAN It plays the role of a pilot area, and in the post-epidemic era, ASEAN will set an example for the “Belt and Road” cooperation in terms of high quality and people's livelihood.

Observations revealed that the list of achievements of Wang Yi's visit not only included the promotion of basic cooperation projects such as Myanmar's Kyaukphyu Deepwater Port and Indonesia's Jakarta-Bandung High-speed Railway, but also new growth points for digital economic cooperation such as 5G, big data, and artificial intelligence on the agenda.

In this regard, Chen Fengying believes that the digital economy needs the support of new infrastructure. In ASEAN countries where infrastructure cooperation is progressing steadily, there is room and potential for digital economic cooperation, which will empower the construction of the “Belt and Road”.

Political cooperation: taking multilateralism as the framework

During his visit to Indonesia, Wang Yi also conducted a "discrimination of authenticity" of multilateralism and proposed the "four persistences" and "three oppositions" to practice true multilateralism.

At a time when major changes unseen in a century are superimposed on the epidemic of the century, and the international situation is turbulent, why he mentions the authenticity of multilateralism has attracted attention from the outside world.

"To a certain extent, the ten principles for handling relations between countries, which were put forward by the Bandung Conference in Indonesia more than 60 years ago, are in the same line with multilateralism." Xu Liping believes that multilateralism should be mentioned in special places and times. Wang Yizhi It shows that China and ASEAN have persisted in multilateralism for a long time.

From welcoming Myanmar to take over as the coordinator of China-ASEAN relations, to supporting Indonesia as the chairman of the G20 in 2022, to supporting Brunei as the rotating chairman of ASEAN, I appreciate the important role played by the Philippines as a coordinator of China-ASEAN relations. A conceptual analysis, Wang Yi's trip to Southeast Asia is also a practice of multilateralism.

Xu Liping said that with the signing of the Regional Comprehensive Economic Partnership Agreement, China will also conduct negotiations with ASEAN on the "South China Sea Code of Conduct" in the future, which will help both parties to uphold multilateralism to jointly resolve regional issues and build a closer China -ASEAN Community, a community of shared future between China and its neighboring countries, and even a community of shared future for mankind, lay a solid foundation.
