• Three red and 12 orange regions, but 5 and the province of Trento remain in yellow

January 17, 2021New anti-Covid squeeze, with Italy returning to change color from today. Twelve regions enter the orange zone, Abruzzo, Calabria, Emilia Romagna, Friuli Venezia Giulia, Lazio, Liguria, Marche, Piedmont, Puglia, Umbria, Valle D'Aosta, Veneto. While Lombardy, Sicily and the province of Bolzano will return to the red zone. Five regions and Trento remain in the yellow zone. They will remain in this way for at least 15 days, as established by the Ministry of Health, while the provisions of the new Dpcm signed by Prime Minister Giuseppe Conte will remain in force until 5 March. 



Until February 15, it will not be possible to move between different regions except for reasons of work or health, or to reach second homes (this is the novelty of the Dpcm).

In the orange areas closed swimming pools and gyms, limits to travel outside their own municipality, curfew from 10pm to 5am, takeaway food until 6pm. In the yellow areas, on weekdays, museums will reopen with limited access.

Lombardy has appealed to the TAR, but Minister Speranza insists: "no controversy with the Regions, the infections will go down".



You can go to second homes


There is a substantial novelty: green light to travel to second homes even outside the region, whatever the area (therefore also in the case of red or orange areas).

Palazzo Chigi has in fact clarified that the prohibition to cross regional borders does not apply to second homes, owned or rented, which fall within the case according to which "the return to one's residence, domicile or home is still allowed" while in the Christmas Decree this prohibition was explicit.



The rules for the red zone


In the red zones - Bolzano, Lombardy and Sicily - any movement is forbidden even within the municipalities, except for movements motivated by proven work needs or situations of necessity or for health reasons.

In any case, the movements strictly necessary to ensure the conduct of teaching in presence are allowed within the limits in which it is permitted.

Return to one's home, home or residence is allowed.

You can go only once a day to your municipality, between 5 and 22, at the home of friends and relatives maximum of two (there are no children under 14 and disabled or non self-sufficient people living together).



For municipalities with a population not exceeding 5,000 inhabitants, visits are allowed for a distance not exceeding 30 kilometers from the relative borders, with the exclusion in any case of travel to the provincial capitals.



Stop to retail commercial activities, except for the sale of food and basic necessities.

The markets are closed, regardless of the type of activity carried out, except for activities aimed at the sale of foodstuffs, agricultural and horticultural products only.

Newsstands, tobacconists, pharmacies and parapharmaceuticals remain open.



Restaurants and bars are closed, takeaway is always allowed (until 10pm for restaurants, until 6pm for bars) and delivery.



All sports activities suspended even in outdoor centers.

It is allowed to carry out motor activities individually in the vicinity of one's home as long as it respects the distance of at least one meter from any other person and with a mask;

it is also allowed to carry out sporting activities exclusively outdoors and individually.



Kindergarten, primary school, childhood education services and the first year of middle school remain open.

The other school and didactic activities are carried out exclusively on a remote basis.



The rules for the orange zone


In the orange areas, the ban on moving from 10pm to 5am is confirmed, except for work, necessity or health needs.

Any movement by public or private means of transport, in a municipality other than that of residence, domicile or home, is forbidden, except for proven work or study needs, for health reasons, for situations of necessity or to carry out activities or take advantage of unsuspended services not available in this municipality.

Or to go to a second home.

Moving to a single private home is allowed, within the municipal area, once a day, between 5 and 22 and within the limits of two people in addition to minors under the age of 14 over whom such persons exercise parental authority and to disabled or non self-sufficient people living together.

Movements from municipalities with a population not exceeding 5,000 inhabitants and for a distance not exceeding 30 kilometers from the relative borders are allowed, with the exclusion of movements to the provincial capitals.


All catering activities suspended, take-away is always allowed (up to 10 pm for restaurants, up to 6 pm for bars) and delivery.

The school is expected in attendance at high school at least 50% and up to a maximum of 75%.

The didactic and educational activity for the educational services for infants, for the kindergarten and for the first cycle of education continues to take place entirely in the presence.

The museums are closed, with the exception of the libraries where the relative services are offered by reservation and the archives.




The rules for the yellow zones


In the yellow areas - Trento, Molise, Campania, Basilicata, Sardinia and Tuscany - the ban on moving from 10pm to 5am was confirmed, except for work needs, necessities or health.

There remains a strong recommendation not to travel for the remainder of the day by public or private means of transport, except for work, study, health reasons, situations of necessity or to carry out activities or use unsuspended services.



Any movement in and out between the territories of different regions or autonomous provinces is prohibited, except for movements motivated by proven work needs or situations of necessity or for health reasons.

In any case, it is allowed to return to one's residence, domicile or home.


From February 15th it will be possible to carry out the tests of the competitions that foresee the maximum participation of 30 people per session.



The museums are open from Monday to Friday with the exception of public holidays on the condition that the quota of entrances is guaranteed to avoid crowds.



The school is in attendance in high school at least 50% and up to a maximum of 75%.

The didactic and educational activity for the educational services for infants, for the kindergarten and for the first cycle of education continues to take place entirely in the presence.



Bars and restaurants are open from 5 am to 6 pm in the yellow areas, after 6 pm delivery and take-away are allowed (the latter until 10 pm).

For bars, however, take-away is only allowed until 6 pm.



The lifts in the ski areas remain closed and can only be used by professional and non-professional athletes, recognized as national interest by Coni, Cip and their respective federations.

Starting from February 15, 2021, the lifts are open to amateur skiers only subject to the adoption of specific guidelines by the Conference of Regions and Autonomous Provinces and validated by the Technical-Scientific Committee, aimed at avoiding aggregations of people and, in genre, gatherings.



The white areas


With the new Dpcm come the 'white areas' or "the regions with a low risk level" where "there is a weekly incidence of infections, for three consecutive weeks, less than 50 cases per 100 thousand inhabitants", to of which "the measures referred to in this article relating to the suspension or prohibition of exercising the activities regulated therein cease to apply, to which the anti-contagion measures provided for by this decree, as well as by the protocols and guidelines attached thereto, are applied concerning the reference sector or, failing that, similar sectors ".
