In particular, documenting “human rights violations” in these territories should be indicators of success.

The authorities are ready to allocate up to £ 10 thousand (1 million rubles) for projects, while co-financing and self-financing are encouraged. 

Earlier, the Ukrainian leader Volodymyr Zelenskyy announced the search for new ways to "return" the territories. 

Russian President Vladimir Putin has repeatedly stressed that the issue is closed for Moscow.

According to him, the referendum in Crimea was held in strict accordance with international law.

Crimea became a Russian region after a referendum held there in March 2014, in which most residents voted in favor of reunification with Russia.
