The government directed the adoption of a number of other recommendations on the matter, the most prominent of which is a legislative amendment to legalize working hours and leave for workers of determination and their families in the public and private sectors.

In detail, the Council received a letter from the Minister of State for Federal National Council Affairs, Abdul-Rahman Al-Owais, regarding the cabinet's review of parliamentary recommendations adopted by the Council, on the issue of the Ministry of Community Development's policy regarding the services provided to people of determination.

The Council had sent 21 recommendations to the government regarding the subject of the Ministry of Community Development policy regarding the services provided to people of determination, in order to review them and take the necessary procedural measures regarding them, after discussing the issue within three main axes, which dealt with the legislation related to the protection of the rights of this community group, and the policy of The ministry provides services of all kinds (health, educational, economic, social, and entertainment) to them, and its role in empowering and enhancing their role in the governmental and private labor markets.

The message received from the government included the Cabinet's position on the recommendations, which included approval of seven recommendations, provided that their implementation does not entail additional financial costs.

It included «amending Federal Law No. (29) of 2006 regarding the rights of people of determination to be in line with the national policy for empowering people of determination and decisions related to them, re-studying the amount of social security provided to people of determination and not reducing or linking aid to the father’s salary, as well as preparing awareness-raising media programs about Correcting society's perceptions of people of determination and highlighting their positive role in society ».

The government also approved the implementation of the mobile unit system for home visits for people of determination from the category of severe disabilities in all emirates of the country, and the review of the People of Determination card to include privileges that suit their needs and meet their requirements, and the establishment of special rehabilitation centers for people of determination who have reached the age of 18 years in order to accommodate them And spend their time in workshops and manual workshops to develop their capabilities in accordance with the approved financial allocations.

Finally, the Council of Ministers Decision No. (6/1) of 2017 about the national policy for empowering people of determination has been activated, which provides for identifying service officials for people of determination by government service agencies, especially in the health and educational sectors.

According to the letter, the Council of Ministers informed the National Council that it had directed a number of ministries and federal agencies concerned with seeking advice from the rest of the recommendations, as the Ministry of Human Resources and Emiratisation and the Federal Authority for Government Human Resources instructed to seek advice regarding the amendment to the provisions of Federal Law No. (8) of 1981 regarding the regulation of labor relations And Federal Decree-Law No. (11) of 2008 regarding human resources in the federal government and its amendments regarding the legalization of working hours and leave for workers of determination and their families in the public and private sectors.

The Council also directed the General Pensions and Social Security Authority to seek the advice of amending some provisions of Federal Law No. (7) of 1999 regarding pensions and social insurance, and its amendments to suit the conditions of people of determination and their families.

The Ministry of Community Development directed the recommendation to recruit national cadres in specializations that support people of determination (educational, medical or rehabilitative) and to establish incentives and benefits to attract workers in those fields, and another recommendation to establish government centers to accommodate people of determination from the category of unknown parentage, orphans and the elderly, and to develop a care and rehabilitation department People of determination to be a sector capable of dealing with the increasing numbers of people of determination and their families and meeting their needs, in addition to increasing the number of rehabilitation centers for people of determination in proportion to their numbers and actual needs, especially those with autism.

He directed the Ministry of Health and Community Protection, in coordination with the Ministry of Finance, to seek advice from a recommendation that stipulated the issuance of a health insurance system for people of determination in hospitals and private centers, including treatment, rehabilitation and supportive medical devices, and directed the Ministry of Culture and Knowledge Development and the General Authority for Sports to seek advice from a recommendation that stipulated the necessity of providing cultural clubs And sports for people of determination across the Emirates that offer programs throughout the year, especially during the summer vacation, as the Sheikh Zayed Housing Program has directed, to take into account a recommendation to amend the system and conditions for people of determination to receive housing support in the program, to take into account the different financial requirements of people of determination.

According to the message, the Council of Ministers directed the Ministry of Health and Community Protection to seek advice from a recommendation stipulating the compulsory conduct of a medical examination during vaccinations for early detection of cases of people of determination, and the Public Authority for Regulating the Telecommunication Sector to seek advice on reviewing the prices of services provided by telecommunications companies to people of determination, especially For people with auditory and visual disabilities.
