Two weeks before his inauguration, Joe Biden already knows what international policy file he will find on his desk as President of the United States.

North Korean leader Kim Jong-un indeed pledged Wednesday to strengthen the defense capabilities of his country, already a nuclear power.

In a report presented to the Workers' Party Congress, the North Korean leader pledged to place "the state's defense capabilities at a much higher level, and to set goals to achieve this", reported the official KCNA agency.

The 8th Congress of the Workers' Party of Korea (WPK) opened in Pyongyang on Tuesday.

Between insults and handshakes, Kim Jong-un and Donald Trump had their ups and downs.

But the latter has never inspired North Korea to hate Joe Biden, a "mad dog" who should be "beaten to death".

For his part, the president-elect called Kim Jong-un a “thug”.

Since February 2019, Kim-Trump relations have nevertheless stalled.

Military parade

KCNA made no reference to nuclear weapons, and did not specify the nature of the defense goals to be achieved.

But during a military parade last October, Pyongyang displayed a missile that experts say was the largest intercontinental missile ever.

Since then, satellite images have shown "the intensification of preparations for a parade".
