Fleeing 22 years of duty crime suspect Peng Huizhong arrested and spends every day in fear

December 21, 2020, the winter solstice.

The high-speed rail Wuxi East Station at night is chilly.

At 19:51, passengers on the G1510 train at platform 5 hurried.

A haggard man walked out of the platform slowly with his head bowed under the escort of two investigators.

His name is Peng Huizhong. He was arrested and brought to justice after 22 years of fleeing. He became the disciplinary and supervisory agency in Wuxi City, Jiangsu Province to recover the longest escaped suspect.

Peng Huizhong was once the office director of Wuxi Zhongshi Film and Television Base Co., Ltd., and fled on suspicion of corruption in December 1998.

In July 2001, he was hunted online.

After the reform of the supervision system, the case was led by the Wuxi Discipline Inspection Commission.

"Because I can speak Russian, I chose to run to Heilongjiang." Peng Huizhong once thought that as long as he arrived in Russia, he would have freedom, and he would be able to do business with friends to make money. He would make a comeback in a few years.

  However, things backfired.

When he first arrived in Russia, he was unfamiliar with the place where he was born, which made it difficult for Peng Huizhong to adapt; he was afraid to contact his family and lost the spiritual comfort of the family, which brought him close to collapse.

In order to survive, Peng Huizhong started a "failure" at the Sino-Russian border ports in Manzhouli and Mohe.

All the way south, Peng Huizhong used hard work to escape and hide in Hebei, Henan, Hunan, Jiangxi and other places. He spent 22 years in panic and fear.

"In the past 22 years, the pursuit of Peng Huizhong has never stopped." said Sun Ying, deputy secretary of Wuxi Municipal Commission for Discipline Inspection and Deputy Director of the Supervisory Committee. Comprehensive research and judgment, especially during the epidemic prevention and control period, insisted on chasing and fleeing without slack and continuous work files. The task force reorganized the situation of the incident that year, and through the visit and investigation of Peng Huizhong’s family members, it comprehensively searched for the "cues" of his hiding.

After a comprehensive analysis, the working class thought that Peng Huizhong might sneak back into the country to conduct activities, so it turned its attention to the country, and formulated a work plan that focuses on domestic touch and row, domestic and overseas two-way force, and makes full use of big data analysis, face recognition and other technologies to carry out research and judgment. .

On December 18, 2020, the task force cooperated with the Jiujiang Public Security Bureau in Jiangxi Province and discovered the traces of Peng Huizhong, followed the trail and captured him in one fell swoop.

"I have had enough of this life of turbulent displacement, and the pain in it is only I can feel it." Peng Huizhong lamented after being caught.

Escape to the rural areas of Zhuozhou, Hebei, and go out early to grow vegetables at night; go to the outskirts of Luoyang, Henan and work as a kiln worker under the heat; sneak into Jiujiang, Jiangxi, relying on the migrant labor market to earn a living, moving, tiling tiles, building walls... in recent years , Peng Huizhong is getting older, his body is deteriorating, and there are often situations where he can't live, and life is very difficult.

“Whenever you see the police or hear the police sirens on the road, you will feel guilty, and you have to walk around.” Peng Huizhong said, because he was afraid of being caught by the police, when he was in Jiujiang, he would not go to a county for more than half a year.

When investigating Peng Huizhong's rental apartment, the investigators found sleeping pills on the bedside.

Peng Huizhong suffered mental torture from the long escape life. He often had nightmares at night and was caught. After waking up, he stared at the ceiling and couldn't sleep anymore.

The high pressure of chasing fleeing and recovering stolen goods made his psychological pressure even worse.

"I saw on TV that many people who fled from abroad were chased back. After watching it, I felt that it was really getting less and less safe outside. I only dared to move around within one kilometer of the surrounding area where I lived. I didn't dare to go to crowded places. Change residence." Peng Huizhong said.

It's not that Peng Huizhong has been fighting fiercely in his heart for surrendering himself.

The days of escape are suffering every day, especially in the New Year, when he hears the firecrackers outside the window, he will always shed tears, miss home, especially his old mother...Unfortunately, he has not made up his mind.

"Looking back on the 22 years of fleeing life, it was really hard. There is no way out, and it will be sooner or later to be recovered." Recalling that he didn't surrender earlier, Peng Huizhong regretted it greatly.

"Peng Huizhong was successfully arrested and brought to justice. This is the inevitable result of our insistence on pursuing all escapes and pursuing them to the end." Wang Huanchun, member of the Standing Committee of Wuxi Municipal Party Committee, Secretary of the Municipal Commission for Discipline Inspection, and Director of the Supervisory Committee, stated that the Central and Provincial Offices will be unified. Under the command, the forces of all parties are coordinated to "enclose" internally and externally and weave dense "skynets" to continue to squeeze the living space of escaped personnel, and completely crush the illusion of "run away if you are greedy, and just run away".
