CCB, Beijing, January 6th (Reporter Li Jiangxue) Recently, the General Office of the State Council forwarded the "National Development and Reform Commission, Ministry of Finance, Ministry of Housing and Urban-Rural Development, Ministry of Market Supervision, National Energy Administration, Clean up and Standardize Urban Water Supply, Supply, Gas and Heating Industry Opinions on high-quality development of the industry" (hereinafter referred to as "Opinions").

  The "Opinions" put forward 24 policy measures in 5 aspects in order to clean up and standardize the charges for the water supply, power supply, gas supply and heating industries and promote the high-quality development of the industry.

One is to clean up and abolish unreasonable charges.

Cancel various non-compliant charging items of different names in the water supply, power supply, gas supply, and heating links.

It is clear that, unless otherwise provided by laws, regulations and related policies, users shall not bear any expenses incurred outside the red line of the construction project.

The construction and installation costs of water, electricity, gas and heating pipelines and supporting equipment and facilities within the red line of the newly built commercial housing, affordable housing and other building areas shall be included in the housing development and construction costs and shall not be charged separately from the buyer.

The second is to accelerate the improvement of the price formation mechanism.

Establish and improve a pricing mechanism that combines constraints and incentives with "permitted costs plus reasonable benefits" as the core. Based on strict cost supervision and review, reasonably formulate and dynamically adjust the prices of water, power, gas, and heating.

The third is to strictly regulate the price charging behavior.

On the basis of eliminating unreasonable charges and improving the price formation mechanism, a list of the few charge items that really need to be retained shall be managed.

For projects where government pricing management is implemented, formulate and improve cost supervision, review and pricing methods; for market-adjusted prices or charges, strictly regulate the charging behavior of operators, and prohibit water supply, power, gas and heating companies from implementing monopoly behavior.

The fourth is to improve service levels.

Improve the industry management system and technical standard system, accelerate the improvement of industry service quality specifications and evaluation systems, strengthen corporate service awareness, optimize service handling procedures, establish and improve price and fee publicity systems, and promote service quality and efficiency.

The fifth is to improve the development environment.

Improve the planning and construction management level of municipal supporting infrastructure, insist on planning first, construction later, underground first, and then above ground, to ensure the interconnection between the old city and the new city and the park, and the overall coordination between the ground and the underground. The construction cost of municipal supporting infrastructure directly related to the reserved land can be included in the land development expenditure according to the regulations and shall not be borne by the public utility enterprise. Accelerate the liberalization of the business service market, further liberalize market access restrictions, promote the development of large-scale, intensified, and cross-regional operations, and cooperate with multiple entities to stimulate market vitality. Improve relevant laws and regulations, straighten out the relationship of power and responsibility, and accelerate the formation of a fair and open, orderly competition, and standardized market environment.
