A legendary man, a leader with a capital letter, has passed away, for whom Kamchatka and the well-being of fellow countrymen have always been the main priority in their work, ”he noted.

Biryukov was the governor of Kamchatka from 1991 to 2000.

In 2004 he was awarded the title of Honorary Citizen of the Kamchatka Region.
