• Subsidies: From hikers to housewives: Ximo Puig's 'finger' aids

The finger aids granted by the Valencian president, Ximo Puig, once again have the focus on them.

The line of direct subsidies that are granted from the Presidency to all kinds of entities and associations under the heading, for example, of

"sociocultural promotion" of the Valencian Community

have been questioned for some time, not only from the opposition parties but even from a partner of the Consell as United We Can.

Now it is the Generalitat's own supervisory body that criticizes them bluntly.

In its latest report on the audit of the account of the Valencian Administration, corresponding to the year 2019, the

Sindicatura de Comptes

warns of "the lack of accreditation of the reasons of public, social, economic or humanitarian interest" that justify the granting of said aid without public call.

The document, in fact, questions the "exceptional regime" of public subsidies that, however, do not conform "to the general principles of publicity and competition."

Moreover, adds the report of the Audit Office, "the

absence of the necessary controls

is maintained

to ensure that the subsidized activity has the legally foreseen exception and that the expenses incurred are those that undoubtedly obey the nature of said activity. activity, are strictly necessary and are carried out within the established period ".

These grants that come directly from the Puig office are often for modest amounts (even 1,000 euros) for carrying out some type of activity.

However, in recent years this line of subsidies has reached around one million euros per year, for example the trickle being significant in electoral months.

This was what happened in April 2019 when, according to the Official Gazette of the Generalitat Valenciana (DOGV), grants were awarded to the

Valencian Federation of Municipalities and Provinces

(79,900 euros for a historical memory project, signed by the Conselleria of Treasury for being of greater amount) or to the municipalities of

Xàtiva

(12,000 euros for an exhibition of Artur Heras) and

Loriguilla

(10,000 euros to commemorate the 50th anniversary of the transfer of Loriguilla).

While then in office, the aid went to the

Association of Sant Vicent Ferrer de l'Eliana

(1,000 euros), to the

Foundation of the Mercantile Athenaeum of the Valencian Community

(25,000 euros), to the

Association of Sant Vicent Ferrer del altar from Russafa

(1,000 euros), to the

European Academy of Urban Landscape

(15,000 euros), to the

UDP Llíria-Camp de Túria-Serranos Musical Band

(10,000 euros) or to the

Spanish Federation of Sociology

(15,000), among other entities.

This year, in the midst of a pandemic, the DOGV has not stopped publishing the granting of this type of direct aid for sociocultural promotion.

The last one, on December 14, to the

Asindown Foundation

(5,000 euros).

Of course, the number of approved grants has been reduced to only four, including also those given to the

Vila-real City Council

(30,000 euros),

Committee of Representative Entities of People with Disabilities of the Valencian Community

(47,000 euros) and the

Valencia Association Design Capital

(13,000 euros).
