When answering a reporter’s question, the head of the Legal Affairs Bureau of the Central Military Commission stated that the revised national defense law reflects the modernity, justice and universality of China’s national defense.
The official pointed out that national defense is the security guarantee for the country’s survival and development, and the national defense law is the country’s basic law in the field of national defense and army building, and is the basic basis for guiding and regulating national defense and army building.
According to him, since the 18th National Congress of the Communist Party of China, the Party Central Committee with Comrade Xi Jinping at the core has made a series of new theoretical summaries and strategic arrangements for national defense and army building. This is a theoretical guide and program of action for comprehensively promoting national defense and military modernization.
The newly revised National Defense Law has confirmed and solidified these major theoretical innovations and strategic decision-making deployments in legal form.
In order to comprehensively advance the modernization of national defense and the military, the leadership and command system of the armed forces, the scale and structure, and the composition of the armed forces, the reform of military policies and systems have been pushed forward and continued to deepen, and the building of national defense and the military has undergone a new look and new structure.
These successful experiences and practical results have been confirmed and reflected in this revision of the National Defense Law.
The official also stated that the national defense law is the "leading" of the military regulatory system.

Regarding the characteristics of the times, the newly revised National Defense Law focuses on the overall situation of national security and development strategy in the new era. The first chapter "General Provisions" adds guiding ideology to implement Xi Jinping’s thinking on socialism with Chinese characteristics in the new era and Xi Jinping’s thinking on strengthening the army in national defense and All fields, links, and the whole process of army building are embodied in the specific provisions of each chapter; enrich and improve the party’s goal of strengthening the army in the new era and related content of its military governance strategy; add new era people’s army missions and tasks; add “persistence "Common, comprehensive, cooperative and sustainable security concept" "promote the construction of a community with a shared future for mankind"
Regarding justice, the newly revised National Defense Law stipulates the basic principles of China’s national defense activities, clearly declaring that “the People’s Republic of China pursues a defensive national defense policy”; it also stipulates that “the People’s Republic of China shall actively promote international military exchanges and cooperation, maintain world peace, and oppose Acts of aggression and expansion" fully reflect China's consistent proposition of loving peace and opposing war.
Regarding universality, the National Defense Law resolutely implements the ideology of "national defense", clarifying that all state agencies and armed forces, political parties and people’s organizations, enterprises and institutions, social organizations, and other organizations should support and participate in national defense construction in accordance with the law and perform national defense. Responsibilities, complete national defense tasks; add all citizens to enhance national defense awareness, strengthen awareness of danger, improve national defense skills, and organize military training for students and public officials to participate in national defense education, and play a role model.
It is known that the newly revised National Defense Law has 12 chapters and 73 articles, which will come into effect on January 1, 2021.
