It deceives and organizes a large number of Chinese citizens to illegally leave the country, and colludes with local armed forces to restrict personal freedom and coerce and lure people leaving the country to force them to engage in illegal and criminal activities such as "naked chat" and blackmail.

  The criminal organization blackmailed more than 700 victims in 28 provinces, autonomous regions, and municipalities across the country.

Since May, the Hezhou Public Security Bureau task force has successfully captured 13 key personnel including Chen Mouzhong.

On September 28, the People's Court of Pinggui District, Hezhou City made a first-instance verdict on the case. The principal culprit, Chen Mouzhong, was sentenced to 25 years in prison for six crimes of organizing, leading a triad organization, and racketeering.

On November 18, the Hezhou Intermediate People's Court ruled to uphold the original judgment.

In the past year, the organization has illegally made more than 2.8 billion yuan in illegal profits, has not recovered more than 9.8 billion yuan in illegal debts, and has victimized more than 475,000 people.

In September 2020, the Lanzhou Intermediate People's Court issued a verdict on the case, and the principal culprit Wang Moutao was sentenced to life imprisonment for the crime of organizing and leading a triad organization, fraud, and provoking trouble.
