National Audit Office: 211.808 billion yuan of rectification problems
The report shows that as of the end of October this year, relevant departments, units and localities have adopted methods such as turning over to the national treasury, refunding taxes and fees, coordinating the use or accelerating the progress of disbursement, adjusting investment plans and accounts, and rectifying the problems reflected in the "2019 Annual Audit Work Report". The amount was 211.808 billion yuan; 2,350 related rules and regulations were formulated and improved, and 705 people were held accountable.
Central financial management has always been the top priority of audit work. In view of the insufficient efficiency of fiscal expenditures and the incomplete transfer payment reform, the Ministry of Finance, Development and Reform Commission and other departments have recovered the carryover surplus funds through cleanup and accelerated the use of funds. Such as rectification and reform of 43.809 billion yuan, the improvement of government investment funds, special fund management measures and other systems for 56 items.
In addition, with regard to the audited problems in the budget implementation of central departments, relevant central departments and affiliated units have rectified 8.813 billion yuan, formulated or improved 97 systems, and dealt with 23 people.
Some departments and units have not fulfilled the requirements for living a "tight life" and have now rectified 3.97 billion yuan.
National Audit Office: announced the rectification of people's livelihood funding issues

Focusing on pension insurance, medical insurance, housing provident fund, and epidemic prevention and control materials that are of concern to the common people, the National Audit Office has also checked the rectification of relevant issues.
Regarding the issue of distributing pensions to unqualified persons, 13 provinces have strengthened data sharing and established an information comparison mechanism. They have recovered 47.093 million yuan of pensions, involving 1526 people.
The housing provident fund has been rectified and reformed to 30.613 billion yuan. The relevant areas have improved the withdrawal and loan policies, gradually standardised the withdrawal business of serious illness medical treatment and special poverty relief, and promoted the unified management of territories.
Regarding medical insurance funds, the central government has deducted 2.282 billion yuan in subsidies for over-reported number of insured persons, over-received subsidies, fraudulent insurance, etc., and local governments have recovered or withheld 114 million yuan in funds.
As for the issue of funds for the prevention and control of the new crown pneumonia epidemic and donated funds and materials that the people are most concerned about, all regions and departments insisted on reviewing and correcting them. The problems pointed out by the audit have been basically rectified.
Regarding problems such as delayed allocation of funds and material backlogs, 10.635 billion yuan has been allocated, financial and donated funds, 174 million pieces of materials have been allocated, and 1,681 items have been established and improved.
National Audit Office: 104 people were held accountable for poverty alleviation audits
This year is the final year to win the battle against poverty. In this year's report, the National Audit Office also paid special attention to the rectification of poverty alleviation funds.
The report pointed out that in response to the problems identified in the 2019 poverty alleviation audit, relevant localities and departments have rectified all the problems amounting to 139 million yuan, improved 12 policies and systems, and held 104 people accountable.
Regarding the problem that the poor are not included in the basic medical insurance, the 6 counties have stepped up their policy publicity efforts, arranging for each household and individual, and implemented financial subsidies for participating in the insurance. More than 2,200 poor people have been included in the basic medical insurance.
Regarding the problem that follow-up support measures have not kept up in time, the five counties have achieved stable employment of at least one labor force per household by developing public welfare posts and developing industries to support poor people in local employment, transfer employment and self-employment.
For the problem of a very small number of poor students not attending school, 5 counties strengthened the whole process of assistance, and drop-out students have returned to school or completed their academic compensation.
Regarding the issue of false claims or fraudulent encroachment of poverty alleviation funds, the relevant localities checked one by one. The involved 15.9195 million yuan has been rectified through the recovery of funds, fines, etc., and 95 people have been dealt with. It has also been reformulated and implemented through adjustment and replacement of project funds. Plan and rectify the loss and waste of 122 million yuan.
