China News Agency, Moscow, December 21. According to Russian media news such as the Russian Legal Information Network and TASS, Russian President Putin approved the list of members of the Russian Federation State Council on the 21st.

The chairman of the committee is Putin himself.

  Other members of the Russian Federation’s State Council include Prime Minister Mishustin, heads of various federal entities, heads of the State Duma and Federal Council (upper house of parliament), plenipotentiary representatives sent by the president to foreign countries, chairman of the Russian independent trade union, and the Russian Federation of Industrialists and Entrepreneurs Chairman and so on.

  The Russian Federation State Council was approved by Putin in 2000.

According to the regulations at the time, the State Council was an institution that discussed, coordinated, and consulted on important matters, and could make suggestions to the President.

In January this year, Putin proposed to amend the constitution to strengthen the status of the Council of State.

  In early December of this year, the Russian Federation Council (the upper house of parliament) passed the "Law on the State Council of the Russian Federation."

According to the law, the State Council will participate in the formulation of Russia’s domestic and foreign policies, discuss the draft budget and personnel policies, and may make resolutions requesting amendments to legislation, but has no right to propose legislation.
