The legislature that was born from the application of 155 ends and died due to the first disqualification of a president of the Generalitat of Catalonia in exercise of the position.

After the deadline to find a replacement for Quim Torra, the Parliament is dissolved and elections are called for February 14.

Just the mandate of the unfulfilled restitution of Carles Puigdemont, of perpetual and public confrontation of the Govern has accomplished the division of the independence movement

and deprived the

procés

horizon.

The impossible restitution

The flawed legislature was born.

The fallacy emitted by Puigdemont in the campaign for the elections of December 21, 2017 conditioned the relationship of the Government that JxCat and ERC ended up composing.

Knowing that the Constitutional Court prevented it, the fugitive forced the president of the Parliament, Roger Torrent, to convene a plenary session to anoint him telematically.

After setting the session for January 31, the Republican ended up calling it off for fear of the judicial consequences of his challenge.

ERC was stigmatized, identified by JxCat as a collaborative force with the State.

Fictitious investiture

Those of Junqueras advanced in tow the rest of the mandate, assuming impositions of their partner of Government even before the Executive took office.

He had to swallow Torrent with three more attempts at investiture with no possibility of ending up bearing fruit.

With no other vocation than to continue feeding the narrative of the oppressive state that conditions the governance of Catalonia, JxCat forced JxCat to rehearse twice the election of the former prisoner president of the ANC, Jordi Sànchez, and also nominated the former counselor Jordi Turull, who joined the imprisonment between the first and second ballots.

The vicar arrived

With the symbolism pressed, the escapee appointed an eligible vicar, Quim Torra, from Belgium, number 11 on the JxCat list.

The

president

took office five months after the elections with only two objectives ultimately unfulfilled: investing the "

legitimate

president

" before the end of the legislature and completing the "mandate of 1-O", this is to consummate the self-proclaimed independence of Catalonia on October 27, 2017.

Torra disobeys

Aware that, contrary to that of his predecessors, his presidency was not going to go down in history due to the achievement of any milestone, Torra decided to immolate himself politically to appear on the list of martyrs of independence.

The

president

refused to take down the banner in favor of the liberation of the pro-independence prisoners hanging from the balcony of the Palau in the general campaign of April 2019. Torra acted knowing that the gesture would lead to all probability in his disqualification, as it ended up happening.

Sentence and violence

By then, the Government had already been about to blow up on at least one occasion, in July 2018, due to the suspension of Puigdemont as a deputy.

In this climate of irreversible decomposition, the Executive passed until the ruling of the Supreme Court, which sentenced the promoters of 1-O with penalties of up to 13 years in prison and which led to violent protests supported by the Catalan Government itself, with Torra refusing to condemn the violence of the CDRs and participating in the highway shutdowns organized by the ANC with their collusion.

A month later, in October 2019, the

president

admitted to the judge that he "disobeyed" willfully by refusing to take down the banner.

The legislature was awaiting sentencing.

ERC partners with Sánchez

After verifying that the legislature would not last long, ERC decided to go its own way and invest Sánchez in exchange for setting up a negotiating table "on the Catalan conflict" that should lead to a vote on the political status of Catalonia.

Sánchez politically rehabilitated Torra to save his pact with the Republicans and the disobedient president presided over the first and only meeting of the forum in La Moncloa last February.

Disability and pandemic

A month before, Torrent had agreed to withdraw the seat from Torra by order of Justice and the Government imploded definitively.

The

president

announced that he will call elections after approving the Generalitat's Budgets, but the outbreak of the pandemic upset the calendar.

Puigdemont ordered the legislature to be lengthened as much as possible, to wear ERC, which holds the Health portfolio, and Torra avoided calling before being disqualified.

After the most lackluster Diada in memory, the head of the Catalan Executive was removed from office, the republican Aragonès took office as acting president and assumed command at a critical moment.

ERC established itself as Sánchez's preferred partner with the approval of the Budgets while the Catalan legislature was dying.

The independence movement will openly face the elections that will take place in two months, if a third uncontrolled wave of Covid-19 does not prevent it.

Although the elections are officially called for February 14, on January 15 it will be evaluated whether the date is maintained or delayed due to the evolution of the pandemic.
