From the first indiscretions, the Council of Ministers approved the decree law with the new rules for containing the covid for the end of year holidays and definitively also the legislative decree that redefines the new constituencies for the Chamber and Senate.

"The reproducibility index of the virus has risen again - warns the Minister of Health Roberto Speranza - and it is therefore necessary, to stem the rise of infections, to arrange the red zone". The measures are contained in

a decree-law of only 3 articles that the Council of Ministers approved after a long discussion within the government and with the Regions

. A discussion that with the approach of the holidays has become increasingly tense: the intolerance of the opposition that asked the executive to make clear and rapid choices to give Italians certainty as soon as possible, that of the majority was added, as it did clearly understand the leader of the Democratic Party Bicola Zingaretti when he announced that, in the event that the premier had not chosen the hard line, Lazio would have gone on his own.

"We need to secure Christmas, the yellow zone is no longer enough, it is useless to go around the problem. We risk that January and February could become dramatic". The umpteenth meeting of the heads of delegation was so very tense, 4 hours of discussion during which Teresa Bellanova clearly said that if another decree is needed "it means that what has been decided so far has not worked as it should" and asked for refreshments 100% %. And the CDM immediately allocated 400 million for bars and restaurants forced to close: other resources will arrive in 2021.

In the end, the line of

penalty takers

prevailed, the one represented since the beginning of the emergency by ministers Roberto Speranza, Dario Franceschini and Francesco Boccia , also confirmed today by the latter to the Regions. "This is among the darkest winters our country remembers, let's stick together" but the "restrictive measures have always been right". The only thing that Prime Minister Giuseppe Conte, who was with Italia Viva for a much softer intervention, managed to tick is the exemption for two non-cohabiting diners, in addition to children under 14, who will be able to move even with bans for reach family and closest relatives in private homes. But they will be able to do it "once a day" and "to one house", obviously in the same region. In the provision there is also the derogation for small municipalities: you can move from those under 5 thousand inhabitants, but at a maximum distance of 30 kilometers and in any case not to go to the provincial capitals.

With the exception of Campania, if Vincenzo De Luca will keep what he promised by announcing an order to prohibit any movement. From Christmas Eve, Italy will therefore be in the red zone. It will remain there until 27th and then again from 31st December to 3rd January and from 5th to 6th January. Ten days in all. On December 28th, 29th and 30th and January 4th the town will instead be in the orange zone: you can move freely within the municipalities and the shops will be open. For bars and restaurants it will be back on January 7th. And on the other hand, the weekly monitoring of the Higher Institute of Health left no room for maneuver. "The increased mobility and interpersonal interaction typical of sociability this season could lead to a significant increase in transmission" of the virus, with a "consequent rapid increase in cases". Before closing everything, however, Italy will be all yellow, at least for one day: Saturday expires the last ordinances of Hope that kept Campania, Tuscany, Valle d'Aosta and the province of Bolzano in the orange zone and, therefore, from Sunday also in those territories will apply the rules currently in force in the rest of the country. From Monday for 3 days the measures for the yellow areas will be valid, with the exception of the possibility of moving between the regions which will be suspended as provided for by the Dpcm of 3 December.

During the meeting with the government, most of the regional presidents did not contest the measures. Some criticized the lack of clarity, but the majority were in favor of tightening. Luca Zaia had anticipated them with an ordinance, banning mobility between the municipalities of the Veneto starting today from 14, while the president of Emilia and of the conference of the Regions Stefano Bonaccini had already announced in the morning what the line of governors was: "alternating" red zone, the one that then passed. The only one who expressed his opposition in a clear way was Giovanni Toti. "The government must take into account all the numbers of the pandemic. The Christmas holidays could cost 200 million in Liguria". But he too, in the end, adapted to Christmas in red. Without dinners and without party.
