Chinese Premier Li Keqiang recently presided over an executive meeting of the State Council (hereinafter referred to as the "State Council") to deploy a hotline for optimizing government services and improve the efficiency and level of services for enterprises and the people; he decided to implement unified registration of movable property and rights guarantees nationwide to help enterprises guarantee financing ; Adopt the "Administrative Regulations on Enterprise Name Registration (Revised Draft)" to facilitate and standardize enterprise name registration.
"Although the above three topics involve different fields, they all point to one theme-to further optimize the business environment." Zhu Yongyi, vice president of the China Marketing Association, told a reporter from China News Agency that the three topics are all about benefiting enterprises and the people. The implementation of these measures is of great significance to promoting China's construction of a market-oriented, legalized, and internationalized business environment.
Implement unified registration of movable property and guarantee of rights
The State Council decided to implement unified registration of movable property and rights guarantees across the country from January 1, 2021.

Previously, China stipulated the registration agencies for some security rights in movable properties, but the registration agencies were scattered.

According to Ji Zhou, a master's tutor at the Shanghai National Accounting Institute, the decentralization of guarantee registration agencies has made the registration of movable property face multiple difficulties in practice. It has also affected small and medium-sized enterprises' movable property mortgage financing and may cause many financial risks.
For a long time, a major problem facing the development of SMEs in China has been the "difficulty in obtaining loans."
Zhu Yongyi believes that the unified registration of movable properties and rights guarantees across the country will greatly facilitate the financing and credit extension of enterprises. For small and medium-sized enterprises, it can play a role in "sending charcoal in the snow" at critical moments.
The establishment of a unified modern movable property guarantee system is also an important part of the financial infrastructure of a country or economy.
The World Bank’s "Global Business Environment Report" pointed out that a unified modern movable property guarantee system plays an important role in alleviating the difficulty and high financing of small and medium-sized enterprises in various countries, and it is included in the business environment assessment system "credit obtained" indicator.
In the "Doing Business 2020 Report" released by the World Bank in October this year, China's business environment has risen 15 places compared with last year, ranking 31st in the world.
However, China ranks 80th on the "credit access" indicator, which has dropped from last year.
According to industry insiders, the implementation of unified registration will help financial institutions have a comprehensive grasp of corporate movable property and related rights information, increase their willingness to guarantee financing for enterprises, and will further improve China's business environment ranking in the world.
Incorporate government affairs hotline and establish an independent declaration system for enterprise names
In recent years, China has accelerated the construction of a service-oriented government.
The government service convenience hotline directly faces enterprises and the public, and has played an active role in solving problems for enterprises and the people.
But at present, the government service hotlines in various places are facing the problems of inconsistent numbers, low efficiency and inconvenience.
For example, in a prefecture-level city in Henan, there are a total of 26 government service hotlines across the city.
People have to check for a long time every time they call to work, and they say they have a headache.
Due to the large number of hotline numbers and scattered management, problems such as low call-through rate and uneven handling efficiency have also been caused.
This session of the State Council requested that in view of the current government service hotline numbers and the people's frequent search for things, the optimization of the government service hotline should be promoted.
The numbers can be merged as much as possible, and one number should be used as much as possible to facilitate the people to remember and use, and to reflect a window service.
In terms of further optimizing the business environment and facilitating business affairs, the State Council also passed the "Regulations on the Administration of Enterprise Name Registration (Revised Draft)", requiring the establishment of an independent declaration system for enterprise names.
"This is an important measure for China to further deepen the reform of the commercial system, promote the facilitation of enterprise name registration, and optimize the business environment." Zhu Yongyi said that the important content of the enterprise name registration reform is to cancel the administrative licensing items for pre-approval of the name and realize the enterprise name. Self-declaration reduces the steps of enterprise registration and further reduces the time for enterprise establishment.
Yang Hongcan, Director of the Registration Bureau of the State Administration for Market Regulation, previously stated that before the end of 2020, China will implement the entire online process for business start-ups, reducing the time for business start-ups to within 4 working days or less.
Zhang Yansheng, chief researcher of the China International Economic Exchange Center, told China News Agency that through the realization of independent declaration of enterprise names, the coordination of reform measures has been strengthened, and interaction and coordination in the field of name registration management reform have been promoted, which is conducive to improving the efficiency of enterprise registration and improving market access.
