The method stipulates that citywide competitions for elementary and middle school students will implement a list management system. The list will be dynamically adjusted once a year, published on the municipal education commission portal website and printed to the district education administrative departments.
No subject competitions for compulsory education
In order to effectively reduce the heavy schoolwork burden of primary and middle school students and maintain normal education and teaching order, the Municipal Education Commission has clearly stated in the document that the city’s sexual competition activities must follow the laws of education and teaching and the growth of young people, reflect the requirements for the development of quality education, and promote the healthy growth of primary and secondary students , Comprehensive development; in principle, no subject competitions for the compulsory education stage will be held.
The city-wide competition for elementary and middle school students must be declared and confirmed. The document lists the declaration conditions and confirmation process in detail. The organizer (sponsor) of the competition should be organized by the Central Committee, the Ministry of Civil Affairs or Beijing A formal institution registered with the bureau must have legal personality.
In November each year, the Municipal Education Commission will issue a notification of declaration, entrusting professional institutions to accept and pre-check the declaration of competition activities, and the Municipal Education Commission will be responsible for the review and confirmation.
In January of the following year, the official website of the Municipal Education Commission will announce the list of the contests that have been agreed to be held, and disclose the name of the event, organizer, time, content, scope, organization, supervision and other information.
Contests agreed to be held are valid for one year in principle, and are generally held once during the period; after the expiration, if they want to continue to be held, they need to re-declare and confirm.
Training is not allowed for competition "zero fee"

For example, the competition should insist on public welfare and not for profit; the organizer and the organizer must not charge students and schools cost, cost, activity fee, registration fee, boarding and lodging fees and other fees for various names. "Zero fee"; the cost of competition activities must not be passed on in any way.
Educational administrative departments in various districts, primary and secondary schools, and various educational institutions also have "commandments" that need to be followed.
For competitions recognized by the Municipal Education Commission, if there is no clear establishment of sub-contest areas, each district shall not hold sub-contest areas without authorization.
District education administrative departments, primary and secondary schools, and various educational institutions shall not participate in the organization of unidentified student-oriented citywide competitions; shall not organize students to participate in unidentified competitions, and shall not promote or recommend to parents and students For unrecognized competitions, students must not be organized to participate in trainings related to competitions, venues, funds and other conditions must not be provided for unrecognized competitions, and teachers must not participate in the proposition, guidance, organization, etc. of unrecognized competitions.
