However, there are also problems such as fragmented and overlapping subsidy projects, improper management of subsidy funds, and untimely and inaccurate subsidies, which affect the effect of policy implementation.
In 2019, the relevant departments of the State Council carried out in-depth special governance activities. While seriously investigating and punishing related outstanding issues, they explored and formed a batch of reproducible governance measures.
In order to deepen the effectiveness of governance, with the approval of the State Council, the Ministry of Finance, the Ministry of Agriculture and Rural Affairs, the Ministry of Civil Affairs, the Ministry of Human Resources and Social Security, the National Audit Office, the State Council’s Poverty Alleviation Office, and the China Banking and Insurance Regulatory Commission recently jointly issued the "On Further Strengthening of Financial Subsidy Funds for Benefiting People and Agriculture" Guiding Opinions on the Management of One Card.
Realize a platform management distribution in 2023
According to the opinions, by 2023, all financial subsidies for the benefit of the people and farmers that are directly paid to the households will be issued in principle through the "all-in-one card" method; the basic supervision pattern will be realized in which the central government is coordinated, the province is responsible for the overall responsibility, and the cities and counties are responsible for implementation. Completed; "One list management system" and "one platform management issuance" are realized, and the scientific nature of the subsidy policy and fund performance have been significantly improved.
The issuance and use of "all-in-one card" funds are innovated in the following five aspects: First, the list of subsidy policies is announced to the public to promote reforms in public and accelerate the progress of the clean-up and integration of subsidy policies and project funds.
All provinces shall centrally and uniformly disclose the list of subsidy policies to the society no later than the end of June 2021, and make dynamic adjustments in subsequent years and announce to the society in a timely manner.
The second is to standardize the issuance of financial institutions, and solve the problems of "multi-banking by card", "multiple cards for one person" and "separation of personal cards" from the source.

Fifth, disclose subsidy information in accordance with laws and regulations, and actively accept supervision by the masses and public opinion.
Agricultural subsidy policy is an important part of the national policy of strengthening and benefiting agriculture.

At the same time, it will do a good job in information sharing and data docking, strengthen the monitoring, comparison and dynamic management of subsidy information, and promote the open, transparent and standardized management of subsidy funds.
Promote the use of social security cards as the carrier to issue funds
The opinions are clear and encourage the use of social security cards as the carrier to issue subsidies.

The granting of financial subsidies to benefit the people and farmers through social security cards is conducive to the continuous optimization of basic government public services.
