A health imperative
The creation of EPZs is imposed by law on large metropolises that experience episodes of pollution.
"The quality of the air, even if it disturbs some, is constantly improving in Toulouse", affirms the mayor Jean-Luc Moudenc (LR).
In addition to regular episodes of fine particle pollution, there remains the big black spot of nitrogen dioxide (NO2).
According to the regional Air Observatory (Atmo Occitanie), some 7,000 Toulouse residents are exposed every day to chronic pollution which can have consequences on their health.
They live "on the edge of the ring road, major penetrating axes and urban boulevards".
On what perimeter?
To make the device effective, it was decided that it would be permanent (without exception for weekends) and that it would encompass the entire perimeter of the city, widened to the western ring road.
And no doubt in Tournefeuille and Colomiers when the Metropolitan Council has deliberated.

Progressive stages spread over four years
Toulouse wants "a popular ecology, not punitive".
In order not to panic households that drive venerable cars - 8,500 according to studies - the choice was made to spread the measure according to the categories of vehicle.
In spring 2021, only utilities and heavy goods vehicles registered before 1997 or bearing a crit'air 5 sticker will be concerned, ie “0.46% of the rolling stock”, according to François Chollet, the elected official in charge of the file.
As of January 1, crit'air 4 utilities and heavy goods vehicles will be excluded in turn.
Special vehicles crit'air 4, 5 or registered before 1997 will have to leave Toulouse as of January 1, 2023. They will be joined by crit'air 3, 16% of the per vehicle running anyway, in January 2024.
Conversion aid
To give a boost to individuals and businesses forced to change vehicles, the metropolis has set up a system of bonuses for the purchase of clean means of transport, “They can go up to 600 euros for an electric bicycle, 5,000 euros for a car and 10,000 euros for a truck, ”explains François Chollet.
But they are also subject to income conditions.
Camera checks
Violators of the EPZ should be identified through a system of "automatic cameras", and control will be the responsibility of the state.
But nothing in this area should be ready before 2022, which will give Toulouse residents time to digest the measure.
